CCpur, December 14 2016: The two ADC members from Thanlon AC have petitioned the Chief Minister to shift the district headquarters of the newly former Pherzawl district to Thanlon and to also include Mualnuam sub-division in the newly formed district considering its blend of tribes, easy accessibility and the presence of institutions and infrastructure for the functioning of district headquarters.

The petition signed by Th Jamchinthang Simte, member 5-Thanlon DCC and T Paukhanlian, member 5-Ngazam DCC maintained that it appreciates the Government's initiative of creating new districts but at the same breath expressed surprise at the hasty manner in which Thanlon AC was bifurcated into two districts without any prior information or consultation with the people or their elected representatives at the grassroot level.

If the petition to shift the district headquarters to Thanlon cannot be fulfilled then the two district council constituencies the two members represent, should be made part of Churachandpur district in accordance with the genuine sentiment and desire of the people and under the condition that 56-Thanlon AC, 58-Churachandpur AC and 60-Singngat AC be clubbed together as one district to be named 'Lamka District' without disturbing the existing sub-divisions and Assembly Constituencies.

'Being Members of the District Council (MDC) representing our respective district council constituencies, we have been under tremendous pressure from our people to do everything possible in this regard,' wrote the ADC members in their letter to the Chief Minister.

They added that if their request is not considered, the people of the two district council constituencies are prepared to do all they can to ensure that they remain a part of Churachandpur district.

The petition also claimed that the random balkanisation of the two constituencies or any other constituency without the consent of the people is against the very spirit and norms of democracy; and with the Hill Areas Committee never having spelt out the need for forming new districts in the hill areas, this act of random district creation in the hill areas is against the norms as enshrined in Article 371C of the Constitution of India.
