Imphal, June 29 2009: The state Cabinet has resolved to bring water from Thoubal Multipurpose Project, which is targeted to be completed and commissioned at earliest possible, to Imphal city.

A Cabinet source said, like the Union Government has announced that it will show the government's works in 100 days, the state Cabinet has also resolved to include the Thoubal Multipurpose Project among the list of works and plans that will be shown to the people within 100 days.

The detailed project report (DPR) of the project estimated to cost crores of rupees is expected to be ready within three months.

All necessary steps are being taken so that the project can be comissioned into service as soon as the DPR is ready, the source said.

Water from Thoubal dam will be brought to Imphal city in a huge pipe covering a distance of about 25 km.

About 2 km of the pipe line will be laid through the Nongmaicheeng hill.

The pipe will pass through Takhel and Tinsid road then reach a certain point in Imphal East district.

However, where the water will be stored will be known only after the project report is ready.

The source further said that the water that will be brought from Thoubal dam to Imphal will be only drinking water.

When this plan materialises, half of the problem of drinking water being faced by the people of Imphal proper and greater Imphal areas will be solved.

The onus of drilling the Nongmaicheeng hill for laying the water pipe will be taken by the Irrigation and Flood Control Department, Government of Manipur.

Public Health Engineering Department will take care of constructing water treatment plant at Imphal and distributing drinking water to the public.

It is worth mentioning that the Thoubal Multipurpose Project has been started since 20 years back.

However, progress of the construction has been made since N Biren took the charge of IFCD under the Ibobi=led SPF government.

The project is expected to be completed latest by March next year.

Meanwhile, with the approval of the amendment of the MCS/MPS Service Rule by the Cabinet, it has also given its approval to lower the year and increase the pay scale on promotion.

Accordingly, promotion of Grade I MCS/MPS officers to Grade II will be done after five years of service against the earlier rule of eight years.

The year for promotion of Grade II officers to Junior Administrative Grade (JAG) will be lowered to ten years from the existing 13 years.

However, officers whose promotions are due should at least be on regular service for five years as Grade I officers.

The year for promotion of MCS/MPS officers to Selection Grade has also been reduced to 14 years against the existing 17 years.

Officers to be promoted to this Grade should also serve as JAG on regular post for at least nine years.

Moreover, among the MCS/MPS officers, each officer, who has served for 17 years on regular post as Selection Grade, will be given Super Scale.

Further, the Cabinet meeting today has also approved to appoint the present 132 Officiating Employees of the Fishery department on contract basis.

However, the contract employees will enjoy the pay of officiating employees.

The Cabinet has further approved to set up new rule to make mandatory that any vacancy in the department should be filled by suitable candidates among the contract employees, according to the source.
