In a perfect proof of communication gap among the engineering departments of the state, a just finished asphalted road along the National Highway 39 was dug up to repair the water pipeline.
The metalling work of the NH 39 from Moirangkhom to Singjamei under the supervision of Works Minister K Ranjit is almost over.
But the Department of Public Health Engineering (PHED) today dug up the road at Chingamathak Yumnam Leikai area to repair the underground water pipeline saying that the pipeline is leaked.
A passerby expressed his view that the electric cables, the telephone cables and the water pipelines are carried underground along the roadside drains in developed cities.
But in Manipur, huge amount of funds meant for development are simply wasted due to lack of proper planning and communication gap among the various departments concerned.
Sources said, the PWD should notify other departments and telephone companies to complete or conduct any development work before embarking on repairing works of the highways.
Any development work or repairing work should be done with prior information to the department concerned.
If such procedure is not followed, the authority responsible for digging up the repaired road will have to compensate for the loss to the Works department, the sources said.
Besides, the responsible authority should inform the PWD before digging up the road.
However, according to sources recieved by this newspaper from a undisclosed employee of the PWD, no intimation was made to the PWD about the digging up of the road.
