Protest petition filed against CBI closure report on June 18 incident

Imphal, December 02 2020: Families of victims (of June 18) and Extra-Judicial Execution Victim Family Association Manipur (EEVFAM), on November 27, have jointly filed another petition before the Court of Chief Judicial Magistrate Imphal West against the closure report submitted by the CBI.

in October in connection with the June 18, 2001 incident.

This was stated by Renu Takhellambam, president of EEVFAM, during a joint press conference with members of victims' families and EEVFAM at the office of Human Rights Alert today afternoon.

Speaking to the media persons, Renu stated that EEVFAM and victims' families are not satisfied with the final/closure report of the CBI on June 18 incident and they have jointly filed a protest petition before the Court on November 27 .

The petition prays the Court to direct the CBI to conduct further investigation into the case by rejecting the closure/final report.

It also prays for taking cognizance of the offence levelled against the accused persons, she said.

The CBI has 'failed' to investigate the case properly, she alleged while adding that the closure report failed to mention anything about the C Upendra Judicial Commission of Inquiry constituted by the Government of Manipur.

The Upendra Commission had recommended appropriate action against the security personnel as their actions were without any justifiable cause or they had exceeded the reasonable limit, she said.

The Manipur Human Rights Commission (MHRC) had also registered a suo motu case in connection with the incident and it had asked the Director General of Police (DGP), Manipur and Chief Secretary to submit a detailed report in connection with the incident.

The MHRC had also asked the DGP to submit the list of persons injured during the incident.

Further, a Magisterial inquiry was ordered into the incident pertaining to the killing of 13 persons and injuring of many others, she added.

Renu claimed that the investigating authority (CBI) did not properly record the statements of witnesses including persons who sustained bullet injuries due to the 'indiscriminate firing' by the accused CRPF personnel on June 18, 2001.It also did not collect the documents including the proceedings of MHRC and findings of the Magisterial inquiry.

Unless a fair and impartial investigation is made by the CBI, the victims and their families will suffer irreparable losses and injury.

The victims would lose their faith in the judiciary unless a fair and impartial investigation is carried out, she said.

Meanwhile, the victims' families have appealed AMUCO and UCM to extend their support and express their views regarding the CBI's closure report.
