Imphal, November 12 2025:
The rate of legal adoption of children remains very low in Manipur, and there is an urgent need to spread awareness about the benefits of legal adoption, officials said during an event organised as part of National Adoption Awareness Month at the Classic Hotel.
The programme was organised under the theme "Adoption of Children Having Special Needs" by Social Welfare Department in association with the Central Adoption Resource Authority (CAR), New Delhi.
Addressing the function, CCI Guild Manipur advisor Annie Mangsatabam said that records available with the Government department reveal a very low rate of legal child adoptions.
She also said that the rate of adoption of children in the past 2-3 years is low.
Explaining that children who lose their parents are usually taken in by relatives, which is the main reason for the low rate of legal adoptions, she added that several cases of conflicts between adopted children and their foster parents have also been reported.
Annie said that legal adoption is beneficial not only for the children but also for the foster parents.
Upasana Chakma, a senior Professional at CARA, New Delhi, said that foster parents must understand the importance of legal adoption and the need to make the children feel truly at home.
Social Welfare Director Anna Arambam, on the other hand, said that the department is actively working to promote legal adoption and sought support of the public in this endeavour.
She also explained the need to promote legal adoption.
The officials lauded the role USDA Children Home For Boys for facilitating legal adoption of two children this year.
As part of the programme, a discussion was held on the topic "Way Forward : Foster Care Leading to Adoption" in the presence of some foster parents.
