Legal awareness programme on "Arrest and Detention" held

Bishnupur, July 12 2025:
A one-day legal awareness programme on "Arrest and Detention" was held today at the seminar hall of Royal Academy of Law, Oinam.
The programme was organised by the District Legal Services Authority, Bishnupur in association with District and Sessions Court, Bishnupur and Dedicated Mediation Centre, Royal Academy of Law, Oinam and sponsored by Manipur State Legal Services Authority (MASLSA) .
The awareness programme on "Arrest and Detention" under criminal laws - BNS, BNSS, BSA 2023 and its impact on Serious Offences & Electronic Evidentiary Issues was attended by Justice Kampaiah Somashekhar, Chief Justice, High Court of Manipur; Justice A Guneshwor Sharma, High Court of Manipur and Associate Professor Dr Yumnam Premananda Singh, Head, Department of Law as the presidium members.
Addressing the gathering, the Chief Justice highlighted the value of human life and said that according to Article 21 of the Constitution, life and liberty go hand-in-hand.
A judicial officer can grant bail to an individual only when all the necessary criteria are fulfilled, he added.
During the technical session of the programme, Th Johnson Singh, DLSA Bishnupur; Judicial Magistrate First Class Kakching Neera Sinam and Judicial Magistrate First Class Bishnupur Rajshree Yambem spoke about "The Impact of Legal Service and its effect to its citizen under the Legal Services Authority Act 1987", "Procedural irregularities in Arrest or Detention & its impact on remand and trial" and "Electronics Evidences on seizure & its admissibility under BSA Act" .
With Th Sudhir, Deputy Legal Aid Defence Counsel Bishnupur as the moderator, a panel discussion was held on criminal laws under BNS, BNSS, BSA 2023 as a part of the programme.
It was participated by Yelam Ramananda, Chief Legal Aid Defence Counsel Bishnupur; Ravikumar Ksh, IPS, SP Bishnupur; Th Hemchandra Meitei, Secretary Bishnupur Bar and Dr Y Premananda, Head and Associate Professor Department of Law, Manipur University as the panel members.
As a part of the event, simple shawls were presented to Bishnupur SP Ksh Ravikumar and officers under him to honour them for their dedicated service in maintaining law and order in the district.
