13 DHD (J), FGN cadres surrender to CM

Imphal, April 13 2011: In a significant development, five cadres of the Dima Halam Daogah Jewel (DHD-J) faction, whose area of operation is mostly confined in Assam State and eight members of the Nagaland-based Federal Government of nagaland (FGN) surrendered to the Manipur Chief Minister Okram ibobi Singh today.

The 13 cadres laid down arms before the CM at a solemn surrender ceremony held today at the Mantripukhri headquarters of IGAR (S) .

Outrightly stating that there is no place for violence in a democratic country, O Ibobi observed that disillusionment and frustration are the chief factors that compel some of the youths to tread on the path of violence.

Conveying that the door is wide open for all the insurgents aspiring to return to the mainstream, the CM also highlighted under a specific policy of the Government a memorandum of understanding had been signed between the State and Lallumba group of the KCP-MC in august last.

So far 112 cadres of the said outfit, who had laid down arms have completed training at Pune as a part of the rehabilitation programme, he said while informing that he would not like to comment on issues concerning other insurgent outfits other than posers on the Lallumba group of the KCP.

further pointing out that icons of peace and non-violence Mahatma Gandhi and Gautam Buddha were born in India apart from the country having witnessed the longest movement based on non-violence that forced the powerful British to leave india, the Chief Minister asserted that peace and freedom from crime and terrorism are the catalysts for progress and development.

While mentioning that huge amount is being used by the Government for implementation of various development programmes to the extent that the annual Plan Size of the State has been increased to Rs 3200 crores, he stated that the ongoing insurgency movement is posing as the greatest stumbling block in Manipur racing towards the goal of peace and development.

In addition to the Government's vision and policies to propel the State towards development enduring undesired interruptions from the UG groups, even private entrepreneurs are finding it hard to get a foothold in Manipur, he said.

To a specific poser raised by some newspersons, he said most of the surrendered cadres wish to join the armed forces and the Government of exploring all possible means to accommodate them as they wish.

O Ibobi Singh also applauded the role of Assam Rifles and State police in facilitating the surrender and rehabilitation process for the misguided youth.

The eight FGN cadres namely Khadiba P sangtam, Tsusothong Yimchunger, C Lingpongse Sangtam, Likhumsin Sangtam, Liang Khianmungam, Siang Khianmungam, Lum-tseng-se Sangtam (all from Tuensang district of Nagaland) and Kiuthrongba Yimchunger from Kiphire district gave up four pistols, one G-3 Rifle, one AK-47 rifle, one 9 mm SMC and a lethode.

The DHD (J) cadres identified as Somorjoy Jaranbusa, Sumit Hojai, Kabinon Longmailai, sunder Singh Hasnu and Goponjit Langthasa are all from Dimahasau district of Assam and they surrendered three pistols, one lethode and one 9 mm SMC.

It may be noted that in October 2009, two DHD (J) cadres had surrendered to the Army authorities while a month earlier the same year, 19 cadres of different insurgent outfits, including some belonging to the DHD (J) group had laid down arms before the Army.
