Imphal, December 13 2015: ARO, Rangapahar informed the general public that the online registration and application for candidates of Manipur for the rally at Leimakhong from December 27 to December 31 has been extended from existing last date which earlier scheduled on December 12 has been rescheduled on December 17 .

A PIB statement said that on December 18 admit card will be issued by ARO, Rangapahar & candidates can print their Admit Card forward to them on their registered e-mail ID.

No candidate will be allowed to participate without valid Admit Card.



CEE result declared

Imphal, December 13 2015: The result of Common Entrance Examination (CEE) held on November 29 at Rangapahar of Kohima Rally and Shillong Technical Rally for enrolment as Sol GD and Sol Tdn have been declared.

A PIB statement informed the successful candidates are required to collect their joining letter in person, by hand, from Army Recruiting Office, Rangapahar between December 17 and December 22 at 8 am to 5 PM along with documents.

Further details of the same can be obtained from ARO Rangapahar or can be checked on telephone No 03862-248845. The result has also been put up on notice board, PIB (Defence), M Sector, Imphal.



Special general body meeting postponed

Imphal, December 13 2015: The special general body meeting of Joint Administrative Council (JAC) of All Manipur Trade Unions Council (AMTUC) and All Manipur Government Employee Organisation (AMGEO) which was earlier scheduled to held on December 15 has been postponed to December 29, 2015 at 1pm in Manipur Dramatic Union (MDU) Hall.

This was informed by AJC President Dr M Rajendra Singh and Secretary General Purujit Lairikyengbam.

Imphal, December 13 2015: BJP Central leadership is likely to appoint a new BJP Manipur Pradesh president from amongst the existing senior leaders who is both popular and capable of fighting the Manipur Assembly election success-fully in the next couple of days.

Whether incumbent president Th Chaoba would be removed from his post or he would be allowed to hold the post until the local body election is over would be decided by the Central leadership only after arrival of Central election observers in the State, informed a source.

Meanwhile, Th Chaoba has been lobbying with the Central leaders to extend his tenure as BJP Manipur Pradesh president for sometime citing the forthcoming local body election and the empathic victory won by BJP in the recent by-elections under his leadership.

Until and unless Central election observers arrive here, it would be difficult to say when the party's election would be held.

At the same time, it is still not clear when the party's Central leadership will send election observers to the State as Parliament session is underway presently.

Nonetheless, polling for election of a new president may be held any time as desired by the Central leadership as the internal election is not related with the election to Municipal Councils and Nagar Panchayats, said some key leaders of the party.

Former president M Bhorot, Sh Shantikumar, Dr Haobam Borbabu and Prof S Tiken are among the frontrunners for the post of BJP Manipur Pradesh president.

One amongst the four whose performance is commendable and who can fight the next Manipur Legislative Assembly election successfully may be appointed the next party president without going to polls, they added.

Imphal, December 13 2015: Continuing its stance against inviting elected members of the State to Naga areas, the United Naga Council (UNC) has objected the decision to invite Deputy Chief Minister Gaikhangam to Khoupum valley as the chief guest for the upcoming Rani Gaidinliu Birth Centenary cum Golden Jubilee celebration at Thanagong village to be held from December 15 to 18, reports our Senapati correspondent.

The invitation to the Deputy Chief Minister was sent by All Zeliangrong Students' Union (AZSU)-Assam Manipur, Nagaland.

Justifying its stand, the UNC said that it is not opposed to any student body organizing such a grand event and celebration but added that it strongly opposes the decision to invite the Deputy CM who is considered anti-tribal and anti-Nagas by all.

The opposition to the elected members of the Manipur Assembly is all that more at this juncture when the tribals of Manipur have taken a joint decision against the August 31 Bills, which have been dubbed anti-tribals, added UNC, in a statement.

Imphal, December 13 2015: The 6th death anniversary of Ojha Sanajaoba was observed today at the Ojha Sanajaoba Memorial Complex located at Lairikyengbam Makha Leikai, Imphal.

Organized by the Ojha Sanajaoba Memorial Trust (OSMT), the anniversary witnessed floral tributes being paid to the late think tank popularly known as 'Ojha' to many people.

Known as the father of social works, president of Irabot Foundation Th Iboyaima attended the observation as chief guest while president of OSMT Prof N Rajmuhon was the functional president.

Among the guests of honour were executive director of Centre for Organisation Research and Education (CORE) Dr Immanuel Zarzosang Varte, president of Poirei Leimarol Meira Paibi Apunba Manipur (Poirei Leimarol) L Memchoubi Leima, Director of MOBEDS Md Salaudin and co-ordinator of Centre for Human Rights and Duties Education, Manipur University Dr Gaikhamsing Riamei.

Late Professor Naorem Sanajaoba was remembered by Iboyaima as a champion whose idea and thoughts stressed on developing the human resources of Manipur.

He stressed on the importance for the coming generations to follow Ojha Sanjaoba's footsteps and ensure development.

Addressing the occasion, Dr Immanuel asserted that late Naorem Sanajaoba's credential as a scholar and as a teacher is beyond doubt.

He emphasized on the groundworks laid down by the late Professor to fight for the people's rights which have been curtailed after Manipur merged with the Indian Union.

Further he said that all must act in tandem with the philosophy and thoughts of the late Ojha.

He urged the people to start working as one with no boundaries and bring about a political awakening to realise what the late Professor worked on.

Meanwhile advisor of AMUCO KT Rahaman said that late Professor Naorem Sanajaoba was a scholar who showed the paths of Nationalism to all communities.

His demise was an irreparable loss for not only for Manipur but also for the entire North East region, he added.

Md Salaudin stressed the need to instil the philosophy and teachings of Ojha Sanajaoba on the younger generations.

Functional president Prof N Rajmuhon said that Ojha Sanajaoba was a true architect of the future of the entire North Eastern region.

He added that younger generations need to acquaint themselves with the teachings and thoughts of Sanajaoba.

He further said that the late Professor worked to unite all the ethnic communities of Manipur and it would be more beneficial if people continue in his footsteps of a united place.

Gaikhamsin Riamei said that Ojha Sanajaoba was a dedicated advocate of international laws had all the laws on human rights on his fingertips.

It is the duty of the present generation to work collectively and become conscious of Sanajaoba's dream of a new Manipur where people enjoy human rights.



245 refills issued in a day ! Offical record : Bookings till Dec 6 cleared

Imphal, December 13 2015: As per official records, Maibia Gas, Moirang has been distributing 245.94 LPG refills in a day on the average, and the distributor has cleared all LPG bookings made till December 6 .

There is also another contradictory record which says that 3779 have been waiting for refills after they have made due bookings.

Notably, Maibia Gas has around 10033 DBTL consumers.

Maibia Gas distributed LPG refills today and the latest date of booking given by the distributor as eligibility date for taking refills was October 6 .

Majority of the consumers have received just one or two refill(s) this financial year but some consumers have been issued six to nine refills.

Unlike other distributors, Maibia Gas is rated poor which is a true reflection of its performance in terms of LPG refill distribution.

However, only one application for new LPG connection is pending at the distributor.

On the other hand, JS Indane Service and Th Hesho Indane Gramin Vitrak both belonging to Senapati district have been rated excellent in terms of refill distribution.

While JS Indane Service distributes 172.18 refills in a day on the average, Th Hesho Indane Gramin Vitrak distributes 129.33 refills in a day.

JS Indane Service has not issued refills to 24 consumers and Th Hesho Indane Gramin Vitrak is yet to issue refills to two just consumers after they have made due bookings.

This is as per official records available with IOC.

The records further claim that JS Indane Service has issued refills to all consumers who made their bookings on December 3 or earlier while Th Hesho Indane Gramin Vitrak has issued refills to all consumers who made their bookings on December 6 or earlier.

No application for new LPG connection is pending at either of the two distributors, according to official records.



Chinzak Fest to tickle the palate of foodies kicks off

Imphal, December 13 2015: Adding a culinary flavour to the Christmas season, 'Chinzak Festival Merry Christmas 2015' was opened today at Hapta Kangjeibung much to the delight of foodies and gourmets alike.

Around 40 stalls have been offering hot and delicious cuisines of different varieties to beat the winter chill.

Traditional cuisines of different communities which are otherwise not available readily at hotels and restaurants are also sold at the festival.

Speaking at the opening function, Dr Ibohalbi remarked that one can get a fair idea of the different traditional cuisines and delicacies enjoyed by different communities as many communities of both the hills and the valley are participating in the festival.

One can also gather valuable knowledge about the food habits of different communities from the festival.

Expressing keen desire to organise such festival in a more comprehensive manner every year, Dr Ibohalbi stated that the festival can be used as a tool for promoting tourism industry in the State.

He, however, lamented that many delicacies enjoyed by different communities in the olden days have now disappeared.

"There is a growing need to preserve all such delicacies which were once favourite cuisines of our forefathers", he continued.

By opening stalls which are exclusively dedicated to organic food produces, the festival has become a medium of spreading awareness about organic farming.

All the participants of the festival should understand the underlying larger objective of the festival rather than focusing on earning profits only.

Khuraijam Athouba, the festival's managing director said that this is the sixth edition of Chinzak Festival.

The festival is a part of the efforts to preserve indigenous and traditional cuisines of different communities of Manipur.

For almost 10 days, a research was done on the different varieties of cuisines enjoyed by different communities.

In the process, it was discovered that there are/were more than 160 different indigenous cuisines.

But many of them have been slowly disappearing while some others are totally unknown to the younger generations, Athouba said.

The growing fad for imported or packaged food items at the cost of indigenous food items would cost the indigenous people in the long run, he added.

The Indigenous Fish Farmers of the Year Award was conferred to S Tomba & Sons Fish Farm proprietor S Tomba during the opening function of the festival which would continue till December 20 .

Ramkrishna Mission School

Imphal, December 13 2015: Meetei National Front, Kangleipak has said that with the support from the public it will oppose setting up of Ramkrishna Mission Schools in the State.

In a statement, MNF said that Government's move to set up Ramkrishna Mission Schools at Bengali High School, Uripok Tondonsana High School, Uripok Upper Primary School and other schools run under SSA is like adding fuel to the fire as there is a strong demand for implementation of ILPS in the State.

As such, the Government must revoke its decision before the situation gets aggravated, MNF cautioned.

Meanwhile, Uripok United Clubs' Organisation has also said that it will strongly oppose setting up of Ramkrishna Mission Schools at Uripok area.

Saying that Uripok Tondonsana High School has produced many eminent persons, the organisation said that people of Uripok would never allow abolition of the 50-year-old school to establish a mission school.

The Government must drop its plan before people erupt in protest, the organisation cautioned.

For class I to III category, first, second and third spots were bagged by Ch Brainis of Nirmalabas H/S, Naorem Gracy of Mega Manipur, and Juliana Thoidingjam of KV Lamphelpat while the consolation prizes went to S Lingjelthoibi of RK Sanatombi Vidyalaya, Marcy Salam of Mega Manipur and Yaiphaba Ningthoujam of Heritage Convent.

LHDC launches clean-up drive

Imphal, December 13 2015: With a view to keep the historic Leishang Hiden canal neat and clean, the Leishang Hiden Development Committee (LHDC), Canchipur has launched a cleanup drive of the canal starting from Kyamgei Shantipur today.

Before the drive was launched, a public rally cum meeting was held at Heijigang, opposite to MU main gate.

Keirao A/C MLA Thamarjit Karam also took part in the public rally cum meeting.

Placards which read as "Water is life", "Let's save Leishang Hiden", "Historic Leishang Hiden is the State's asset" etc were put up.

MLA Thamarjit, Kyamgei GP Pradhan and LHDC president Koijam Subhash and Standard Robarth Higher Secondary School Principal Ph Landhoni attended the meeting as chief guest, president and guest of honour respectively.

Speaking about the cleanup drive, LHDC working president LC Romesh said that Leishang Hiden canal has been polluted and dirtied because some people have been using it as a garbage dumping site and camp site by some people and contractors.

He said that the cleanup drive is aimed at making the historic canal a pollution free water body which can also serve as reliable source of water during lean season.

LHDC chief advisor Haobam Sanajaoba remarked that Leishang Hiden occupies an important place in Manipuri civilization.

He also expressed keen desire for proper development and management of Leishang Hiden on PPP model.

MLA Thamarjit assured all possible assistance to the LHDC in all its efforts to keep the water body neat and clean.



NCSU calls 12-hr bandh along NH 29

Kohima, December 13 2015: A 12-hour bandh has been called by the Nagaland Contractors' and Suppliers' Union (NCSU) on December 15 along Dimapur-Kohima road to protest the alleged "non-fulfillment" of promises by Union minister Nitin Gadkari.

NCSU President Pele Khezhie and General Secretary John Kath today said that the bandh has been called from 6 am to 6 pm at National Highway 29 against the "non-fulfillment of promises" by Road Transport Highway and Shipping minister Nitin Gadkari.

Naga Hoho, the apex body of the Nagas, had earlier welcomed the construction of four-lane Dimapur-Kohima Road and requested Gadkari to ensure that the grievances of local contractors must be addressed.

But despite several requests by the NCSU to enable local contractors' participation in the construction of four-lane road, the promises were not fulfilled by the Union Minister, NCSU said in a statement here.

"On 30th June to 1st July during the highway meet at Guwahati, the Union Minister assured in presence of Kiren Rijiju and Union Minister of State Youths and Sports Sarbananda Sonowal, Chief Minister of Meghalaya, all PWD Ministers of North Eastern States, technocrats and contractors to accommodate the local contractors by breaking up project into smaller packages in the Northeastern region," NCSU said.

During the foundation-stone laying ceremony for the construction of the road, Gadkari had publicly announced on November 3 to accommodate the local contractors, they said.

Naga Hoho President P Chuba Ozukum and General Secretary Mutsikhoyo Yhobu said in a letter to the Union Ministry yesterday that "the good roads constructed would take the region forward to prosperity and the development would be inclusive if the locals participate as this would generate employment and other avenues." However, the Hoho said that as the processes for e-procurement and tendering were initiated for the construction, the local contractors' participation became difficult.

It said that the NCSU and the State Chief Minister had written to (Nitin Gadkari) for relaxation of norms and procedure to enable the local contractors' meaningful participation for the construction.

The rules have not been relaxed as envisaged, they said.

In this backdrop, the NCSU have proposed for agitation and bandhs defying established rules and procedure which would be detrimental to the people and its quest for development, the Hoho said and requested the Union Minister to address the grievances of local contractors.

Heirok CHC construction blocked

Thoubal, December 13 2015: The Community Health Centre-Heirok Protection Committee today resolved to block the ongoing construction of Heirok CHC building unless the authority concerned inspects the construction site, reports our correspondent.

Speaking to media persons at the community hall of Heirok Thokchom Leikai, CHC-Heirok Protection Committee secretary N Bimol stated that NRHM Civil Work Committee had resolved to upgrade the CHCs of Heirok, Sagolmang and Sugnu to the Indian Public Health Standards (IPHS) level in June 2009 .

Building constructions were undertaken by MDS under the State Health Society, Manipur at the cost of Rs 2,54,00,000,00.However, the ongoing construction of 30 bedded Sugnu and Heirok CHCs appear to contradict the building structural designs and estimated cost of construction as shown earlier, he said.

Negligence of the assigned contractors at the time of foundation of the buildings are apparent to anyone to who sees the ongoing constructions, he added.

N Bimol further said that the committee has resolved to block the construction work of Heirok PHC building until the authority concerned inspect the site and initiate necessary steps.

Wangkhei AC MLA Y Erabot, Padmashri RK Achoubisana and Universal Friendship Organisation (UFO) commander Naokhomba attended the function as chief guest, president and guest of honour respectively.

In his speech, Naokhomba stressed on the need to preserve the indigenous games and sports of the Meiteis.

He said that researches are being conducted to delve into the origin of indegenious games.

He also expressed the importance of giving knowledge on Thang-Ta to the young generation of the society.

A Nupilan memorial race was organised in two categories.

Laishram Tombi was adjudged first in the senior category and Nongmeikapam Umabati in the junior category, said a press release.

Nupi Lan was also observed by All Assam Manipuri Women Meira Paibi Co-ordination Committee (AAMWMPCOCO) at Lakhinagar Golaghat yesterday.

People's Parliament

Imphal, December 13 2015: The second North East Indigenous People's Parliament is likely to be held either at Shillong or Itanagar three months later, North East Indigenous People's Parliament (NIPP) co-ordinator Ningthoucha Lancha has said.

Speaking at a press meet, the NIPP co-ordinator said the second parliament will reaffirm the recommendations adopted at the first people's parliament session held under the aegis of the Coalition for Indigenes Rights Campaign, Assam Sanmilita Mahasangh and Assam Meitei Apunba Lup.

The recommendations are - Challenges and survival of each tribe, Human Rights and Human Security, Economic and Development (Look East Policy and Foreign Investment), Population Influx and Identity Crisis, Economic and Development (land and natural resources, water and big dams), Fundamental Rights (culture, education and language) and Fundamental Rights (political and economic) .

Mayanglambam Ojit Kumar Singh is presently serving as an Assistant Professor of Zoology at Ramjas College, Delhi University.

Senapati, December 13 2015: Reiterating its stance against inviting elected members of Manipur State to tribe related functions and festivals in Naga areas, the United Naga Council (UNC) in a statement has raised objections to inviting Deputy Chief Minister Gaikhangam to Khoupum valley by All Zeliangrong Student's Union (AZSU)-Assam Manipur Nagaland.

The strong opposition by UNC followed AZSU's decision to invite the Deputy Chief Minister who also holds the portfolio of Home Minister for attending as the Chief Guest in the upcoming Rani Gaidinliu Birth Centenary cum Golden Jubilee celebration at Thanagong Village scheduled to be held from December 15 to 18.Gaikhangam will be the Chief Guest on December 17 .

The UNC stated that it is not opposing any student body from organising such grand event and celebration.

The Council however said it strongly opposed the invitation of Deputy Chief Minister who according to UNC is considered "anti-tribal" and "anti-Naga" .

Considering the recent socio-political unrest in Manipur after the three bills were passed in Manipur Assembly, it is in the best interest of the people to "boycott" the Deputy Chief Minister rather than providing a platform to "propagate lies and communal ideas", asserted UNC.

Questioning the hidden agenda of the Central Organising Committee (COC) when the tribal communities and Nagas of Manipur are collectively protesting against the Manipur Government, the UNC stated that such attempt to "misguide the public" by welcoming the Deputy Chief Minister is "unacceptable" .

Calling upon all people to come out against those are who stood against people's aspirations and common wisdom, the UNC also appealed the people of Khoupum and the student body to understand the "dangerous motives and policies" of the Manipur Government.

The UNC while seeking the support and co-operation of the people also requested the public to boycott and stay away from welcoming such "elements which are against the wishes of the tribal community" .

Imphal, December 13 2015: The 1st North East Indigenous Peoples' Parliament (NEIPP) has constituted its first working committee on Saturday last in the premise of the Kuman Lamapak Kangsang with Wangkhem Saratchandra as the Convenor.

The parliament was organised by Assam Sanmilita Mahasangha (ASM), Assam Meitei Apunba Lup (AMAL) and Coalition for Indigenes' Rights Campaign (CIRCA), Manipur.

According to a source, a meeting of the working committee had resolved to co-opt the three convenors of the organising committee of NEIPP as permanent members of the working committee.

Wangkhem Saratchandra was unanimously selected as the Convenor of working committee on the recommendation of the 1st NIPP 2015 held at Khuman Lampak Sports Complex Kangsang from December 10 to 12 last.

The meeting also resolved that the present working committee members be requested to invite and mobilise other ethnic communities for selecting representatives from their respective communities to be a member of the working committee on NIPP and also to choose the co�ordinator(s), not more than five in number for their respective States within three months from December 12, 2015 .

Further, the members of the working committee resolved that a temporary office of the working committee will be set up at CIRCA, Manipur's Office in Imphal (Manipur) .

Meanwhile, in an interaction with media persons after the NIPP meeting, NIPP Working Committee Coordinator Ningthouja Lancha said that the parliament which concluded on Saturday discussed various issues of the people of the Northeast including challenges and survival; human rights and human security; economy and development; population influx and identity crisis; fundamental rights � culture education and language and political and economy.

Ningthouja Lancha stated that such type of parliament will be held in various parts of Northeast States.

Further discussions will consider the recommendations and the same will be reaffirmed in the future before adopting suitable resolutions.



Nagaland Governor, Gaikhangam to be Chief Guests at AZSU Golden Jubilee Celebration

Tamenglong, December 13 2015: Hectic preparations are on to celebrate the Rani Gaidinliu Birth Centenary cum Golden Jubilee of All Zeliangrong Students' Union (AZSU) of Assam, Manipur and Nagaland at Thanagong village of Khoupum Valley in Tamenglong District.

The celebration involving three States is scheduled to be held from December 15 to 18 under the theme "Honouring Our Past, Building Our Future" .

PB Acharya, Governor of Nagaland and Assam and Gaikhangam, Deputy Chief Minister of Manipur will grace as Chief Guests on December 16 and 17 respectively.

Z Kikhonbou Newmai, Vice Chairman Hill Area Committee and Janghemlung Panmei, MLA 53-Tamenglong ST/AC will grace as Guests of Honour on the last day.

PB Acharya, Governor of Nagaland and Assam will also unveil a monolith and he will release a souvenir during the celebration of Rani Gaidinliu Birth Centenary and Golden Jubilee celebration of AZSU (AMN) on December 16 .

Namsinrei Panmei, Chairman ADC Tamenglong; Pr Guisinang Vice Chairman ADC Tamenglong; Ramning Pame, Member ADC Tamenglong; Tuntanbou, EM ADC Tamenglong; Zino Kamson, Member ADC Tamenglong; Armstrong Pame, IAS, Jt Secretary TD and Hills; Joseph Pauline, IAS, CEO ADC and AMD Tamenglong; Kajaigai, MCS, SDO Nungba; Kachamthai Gangmei, MCS SDO/BDOTamei; Shanti Kumar, SDO Tamenglong will grace as the Special Guests.

Traditional drum beating, choreography, golden queen contest, cultural dances, traditional sports, special music will be some of the extravaganzas during the event.

Kangpokpi, December 13 2015: The 18th Advent Christmas celebration was held at Kangpokpi Christian Church on Sunday.

The programme was organised by Kangpokpi Town Churches Fellowship under the theme "Joy to the World" .

Thousands of peoples from different churches within Kangpokpi attended the programme.

Song competition among the women choirs of 15 different churches of KTCF marked the main event of the celebration.

Rev Dr Letzathang Haokip, Principal, Manipur Theological College, Kangpokpi attended as the main speaker of the event while members of Kuki Inpi Sadar Hills, Kangpokpi Town Committee, Kangpokpi Women Welfare Organization, Kangpokpi Youth Union apart from Pastors, Reverends, Ordained Deacons, elders, members of 15 Churches within the town also attended the celebration.

Rev Thangjangul Touthang, Pastor, Chongthu Baptist Church Association, Kangpokpi invoked the opening prayer after a melodious welcome song by Kanggui Christian Khanglai.

ev K Hangshing, Vice Chairman, KTCF delivered the welcome address.

Based on the theme from the Gospel of Luke chapter 2:10-14, Rev Dr Letzathang Haokip stated that "what the angels proclaimed was not just the good news of 'joy' but the good news of 'Mega Joy' for all people, for you and for me." The Church leader stressed that Christmas does not come in a store, while adding that the core of Christmas can never be taken away because the real joy of Christmas is grounded, anchored and tied to the love of God that "nothing can separate you from it" .

Rev Dr Letzathang suggested that in order to keep oneself in joy this Christmas, "just remember to give your worries to God, refuse to focus on what you do not have, include time for rest, never forget the reason for the season, consider your future and hold your thoughts captive." "It is my desire to take preventive action that I want this Christmas to be the most joyful Christmas that any of us has ever had", he added.

In the song competition, Women Choir of Kanggui Christian Church bagged the first prize while Women Choir of KBC bagged second spot.

TBA was placed third.

All the participating Churches were distributed a memento each along with sugar and milk as a gift of Advent Christmas by Kangpokpi Town Churches Fellowship.

The grand celebration ended with the congregation singing together, "Joy to the World, the Lord is come" before Rev Siehpao Hangshing, Pastor, KIBC invoked the benediction.



SC ruling draws flak from Assam indigenous people

Imphal, December 13 2015: Assam Sanmilita Mahasangha (ASM) or the Confederation of Indigenous People of Assam has alleged that the "Supreme Courts' independent Judiciary status has eroded its unique position by a systematic encroachment" on its functioning by the present Narendra Modi led Government.

In a press statement issued on Sunday, ASM stated that the erosion of the position can be exemplified by its total turn about in delivering the judgement on July 12, 2005 which scrapped the Illegal Migrants (Determination by Tribunal ) (IMDT) Act or (IMDT Act) 1983 "as null and void" .

ASM said that in this verdict on PIL no.131/2001, the Supreme Court declared that the unabated illegal migration to Assam and northeast is a "Silent aggression to the Sovereignty of Assam vis-a-vis the country as a whole" .

The same Court was of the view that as per Article 355 of Constitution, any silent aggression in any part of the country, it is of paramount duty of the Government if India to tackle the situation on a "war-footing" .

However, the successive Central Governments have not done anything, alleged ASM.

The Supreme Court, when it was yet to take a decision on three PILs - Mahasanghas (562/2012), Ahom Sabhas (876/2014) & Assam Movement Martyers & Victim families (311/2015), it seemed to have come under the pressure of the Central Government and decided that the illegal foreigners settled in Assam from 1951 to 1971 (Total 21 years) approximately about 70 lakh East Pakistan & Nepali population should be enrolled in the ensuing NRC update and subsequently it should be readied before the 2016 Assembly Election of Assam, alleged ASM.

The Mahasangha said that nine years after scraping of the IMDT Act, the Apex Court has made a "volte face" by giving a Verdict on December 17, 2014 negating the very stand the Supreme Court stood against the IMDT Act.

"The ramification of this Act is going to throttle and finish off the Indigenous People of Assam and vis-�-vis the North East.

The same court which termed the unabated influx as a Silent Aggression, has now been forced to change its earlier stand due to manipulation of the Modi Government to act as a benefactor of illegal foreigners" .

The press release was issued by Matiur Rahman, the working president of Assam Sanmilita Mahasngha.

Rehman was in Imphal on Sunday with a 12-member team of different ethnic groups of Assam that participated in the 1st North East Indigenous Peoples' Parliament.

He further stated that the three PILs which were sent to the Constitutional bench for the final verdict have been kept in abeyance for the last 12 months due to political pressure of the present BJP Government.

"Without settling the judgement & its subsequent base year of the three PILs, the whole process of the NRC update in Assam has been made a farce by this mischievous interim judgement in favour of the illegal foreigners", Rahman said.



Guilty AR personnel should facetrial in a court of law: KSO GHQ

Kangpokpi, December 13 2015: Kuki Students' Organization, General Headquarters (KSO-GHQ) has urged the State Government and the Assam Rifles to stick to the deadline and fulfill their assurance within the stipulated time in connection with the alleged brutal assault of KSO Chandel President and two other village chiefs at Khudengthabi Check post on December 5 .

The student body had suspended its agitation after serving 5-day ultimatum for the arrest of the guilty AR personnel as per the resolution arrived in the joint meeting held on December 8 at KSO Sadar Hills office with the State government and Assam Rifles.

KSO-GHQ General Secretary Seiboi Haokip stated that in the joint meeting, the State Government had assured the arrest of Maj Manish Sharma, his JCO and other jawans involved within five days from December 8.Assam Rifles representatives had also assured cooperation in the process of the investigation and accept any legal action taken as per law.

"KSO would accept nothing less than the arrest of the Major and his JCO to stand trial in a court of law", said KSO-GHQ while adding that the Government must make sure that the guilty AR personnel do not go scot free and they should be prosecuted by all means necessary as per the law of the land.

Seiboi Haokip alleged that the insensitivity and brutality of the Assam Rifles towards the people of the State have become intolerable and many people have been subjected to wanton harassment, human rights violation and fake encounters in the name of counter insurgency operations.

The student leader claimed that during the past many years the Assam Rifles have escaped prosecution and punishment by taking refuge in Arm Forces Special Power ACT (AFSPA), 1958 and as a result many victims have been denied justice.

He said this time it would be a futile exercise for the AR to hide behind the protection AFSPA.

"All these years the KSO has regarded that AFSPA is for the safety and protection of the people.

But the Assam Rifles have been employing it as an instrument of fear, torture, and human rights abuse.

If the Assam Rifles continue to take advantage of AFSPA unjustly, then the KSO will be compelled to rethink its position on AFSPA", Seiboi added.

The student body also alleged the Assam Rifles of promoting "corruption and racketeering" at Khudengthabi Check post and warned that it would expose the same after the investigation is over.

Seiboi Haokip alleged that many people are aware of the "dealings taking place behind the Khudengthabi Check Post while smugglers, black marketeers and dubious businessmen are allegedly hand in glove with the AR officers posted at this check post" .

He further alleged that "contrabands and illegal goods are trafficked right under the nose of the Assam Rifles everyday at this check post while the officers at the check post exacted illegal taxes from the smugglers and businessmen depending on the goods" .

"The modus operandi is such that the Assam Rifles officers issue token to the smugglers beforehand and the vehicles carrying these tokens are allowed to pass through the check post without inspection", Seiboi alleged.

He added that in this way the Khudengthabi Assam Rifles Check Post is promoting corruption and racketeering.

The student body also warns to resume its agitation for the alleged assault on President of KSO Chandel and two village chiefs, if no concrete action which would lead to the arrest and prosecution of assailants is taken within the stipulated deadline.



Chief guest choice for RKL Conference ignites ruckus

Ukhrul, December 13 2015: Amidst public remonstrance over the decision to invite the Chingai MLA Preshow Shimray as the Chief Guest at the 53rd RKL General Conference cum Sports Meet 2016 slated to be held at Chingjaroi CV in Chingai Subdivision, the host village has said that it would keep itself from hosting the forthcoming event unless the organisers reconsidered the choice for chief guest.

According to reliable sources, a joint emergency meeting of the Village Authority, Local Arrangement Committee (LAC), and Women and Youth Unions of Chingjaroi CV held on 6 December has resolved to honour the standing Declaration of the Tangkhul Naga Long (TNL) dated 20 October, 2015 that has excommunicated 45-Chingai MLA Preshow Shimray and 43- Phungyar MLA Victor Keishing in the aftermath of the three controversial bills.

Sources alleged that the president of Raphei Katamnao Long (RKL) had chosen Preshow Shimray as chief guest for the conference in his own vested interest without consulting the LAC, while maintaining that the joint meeting then unanimously resolved to abstain from hosting the event scheduled for January next year, until and unless the choice for chief guest is reconsidered in line with the declaration order of the apex customary body.

It may be recalled that the Tangkhul Frontal Organizations (TFOs) have ostracized the two MLAs of the district for not protesting against the passage of the three anti tribal bills in their presence at the State Legislative Assembly on August 3 last.



MLA Ibohanbi dismayed with absence of Cold Storage in Manipur

Imphal, December 13 2015: Oinam A/C MLA Dr I Ibohanbi on Sunday expressed dismay with the State Government's failure to develop a single cold storage in Manipur when there were around 15 cold storages in neighbouring State Tripura.

Dr I Ibohanbi was speaking at the opening ceremony of Chinjak Festval held at Heritage Park, Hapta Kangjeibung by Innovative Youth Society, Manipur.

Attending the festival as Chief Guest, the MLA said, "It is unfortunate for the people of Manipur that the State Government has failed to set up even a single cold storage in Manipur when Tripura has around 15 cold storages to store vegetables and various essential foods items" .

Dr I Ibohanbi stated that food is important for the survival of human beings and it is also important to preserve and store indigenous food items of Manipur.

The MLA also mentioned that availability of indigenous food items in the State's hotels is also necessary to attract tourists.

"Use of fertilizers in the State's food items needs to checked", added the MLA.

On the Chinjak Festival, Dr I Ibohanbi stated that number of people from both hills and valley are taking part in the festival organised by the Innovative Youth Society.

Such festival will help in strengthening ties and age-old bond of love between the communities in the State, said Ibohanbi.

The festival which will continue till December 20 was attended by Manipur University Department of Economics Prof Dr Chinglen Maisnam as President while Don Bosco Chingmeirong Principal Father Francis SDB being the Guest of Honour.

There are 33 stalls in the festival.



Dy CM calls for collective peace effort

Imphal, December 13 2015: Manipur Deputy Chief Minister Gaikhangam on Sunday called on all the people of the State to initiate collective efforts in bringing peace and development to both the hill and valley districts of the State.

He was speaking at the Silver Jubilee celebration of RNBA Centre Church Tarung, Imphal.

Speaking at the function, Gaikhangam stated that the people of Manipur need to be wholly dedicated while praying or praising God.

"People should pray for charismatic characteristics of forgiveness and love in the silver jubilee celebration to bring peace, development and a prosperous Manipur", added Gaikhangam.

RNBA pastor Rev L Timothy Phaomei, Executive Secretary Rev Mansi Gangmei and TBA Executive Secretary Rev Bungthang Sitlou also attended the silver jubilee celebration of RNBA Centre Church Tarung.

A jubilee monument was also erected in connection with the celebration.



ASUI celebrates advent Christmas cum Get-together in Imphal

Imphal, December 13 2015: Anal Lenruwl Tangpi/ Anal Students Union Imphal celebrated Advent Christmas-cum-Get-together on Sunday at Tribal Research Institute (TRI), Chingmeirong.

Manipur Baptist Convention (MBC) Mission Secretary Rev Alani and former MP and MLA BD Behring attended as speakers in the celebration.

The highlights of the event included Christmas songs, choreography, dances from youths etc.

Delivering his address, ASU Imphal President Gofort Langhu said that the programme was organised with an aim to provide common platform for the Anal people living in Imphal area and to create an atmosphere of love and unity.

He wishes that with the coming of Christmas and New Year, love and happiness may be retained in "our society" .



Course on weaving concludes

Chandel, December 13 2015: A three-month residential course on weaving for women of border area of Chandel District was concluded on Saturday at Jubilee Hall of REACH - M, Nungourok inin Chandel District.

The three-month long residential course was organized by All Tribal Women's Organisation (ATWO) Chandel under order Area Development Program (BADP ) Scheme.

The valedictory function was graced by M Modhuchandra Modhuchandra Singh, Research Assistant of Planning, Chandel and M Tongpao Haokip, Secretary cum Director of REACH - M as the Chief Guest and Functional President respectively.

Certificates were distributed to all the trainees who completed the three month course during the valedictory function.
