A double bench of Gauhati High Court, Imphal bench today directed DGP, Manipur to arrest Thomas Taishya, president of All Tribal Students' Union Manipur (ATSUM) and David Choro, president of All Naga Students' Association Manipur (ANSAM) and to produce them in the same Court on May 13 .
The order came after hearing the writ petition (Public Interest Litigation-PIL) filed by RK Joysana Singh against the indefinite economic blockade imposed along the national highways and state highways by ANSAM and ATSUM.
The double bench comprised Justice TNK Singh and Justice Mutum BK Singh.
Considering the peculiar nature of the case, the double bench directed Manipur Director General of Police (DGP) to arrest the two students' leaders and further directed the DGP, Addl.
DGP, and IGP (Law and Order) to produce the two persons before the same court on May 13, according to the Court order.
The PIL was filed by Raj Kumar Joysana Singh as petitioner against Union of India represented by the Secretary (Home)-GOI, the state of Manipur represented by the Manipur chief secretary, DGP, Addl.
DGP, IGP (Law and Order) and IGP (Intelligence) for not taking up necessary action against those who called the economic blockade on NH-39 and 53.Whereas, the two persons of the students' body, who are imposing economic blockade are to be represented as private respondents.
Advocate Hemochandra who appeared for the petitioner prayed before the Court that the essential commodities are brought from outside Manipur state through NH-39 and 53 .
He explained that the whole populations of Manipur state are depending on the only lifelines for survival.
In the event of essential commodities blockade, the whole populace are to face consequences and prices of the essential commodities would not sky high but would not be available in the state of Manipur, he urged.
The Advocate further urged before the Court that the imposition of economic blockade, in the guise of pressing some demands to the government of Manipur is an act of terrorism and anti-national that will amount to deprivation of the rights of life of the citizens of India residing in the state of Manipur which is guaranteed under the constitution of India.
Taking into consideration of the submission of the learned counsel appearing for the parties, the Gauhati High Court-Imphal bench issued the order.
