Following a Public Interest Litigation (PIL), the Gauhati High Court today directed Government respondents to recount heads of population in nine hill sub-divisions of Senapati, Ukhrul and Chandel districts for publishing another Census Report of India, 2001
Mention may be made hue and cry arised over abnormal rise in population in the sub-divisions namely Mao-Maram, Paomata, Purul, Saitu-Gamphajol, Chakpikarong, Moreh, Machi, Chandel Hqs, Kasom Khullen etc as per provisional report of Census, 2001.The Court in its Imphal bench sitting maintained that the present Census Report of India, 2001 for the said sub-divisions shall not be taken as the Census report of India, 2001 for readjustment of number of seats and delimitation of existing Assembly Constituencies of Manipur under Sections 8 and 9 of the Delimitation Act, 2002 by the Delimitation Commission.
The listed respondents in the PIL include the Union of India represented by Secretary MHA; Registrar General and Census Commission, MHA; Director of Census Operations and Chief Principal Census Officer; The Delimitation of India through Delimitation Commission and State of Manipur represented by Chief Secretary.
The PIL petitioners include MPCC and its State unit, BJP, FPM, MPP, DRPP, CPI, CPI (M), NCP, RJD and Janata Dal.
The Division Court headed by Justice TNK Singh and Justice BD Agarwal heard the case on December 19 and 20, 2006 and kept the judgement reserved till its pronouncement today.
