Reacting to various points raised by the All Manipur Students Guardians' Association, the SCERT Employees' Coordination Committee has clarified that responsibility of publishing of school text books was entrusted to Board of Secondary Education Manipur (BSEM) not because of its weakness or inefficiency but for lack of adequate fund.
Briefing media persons today at SCERT conference in DM College campus, representative of the Coordination Committee L Khrushchov said that being a Government Department, there have been many restrictions on financial transactions of the SCERT as per Government policies.
Considering the paucity of fund and delays in releasing LOCs, publication of text books was entrusted to BSEM, he said.
If a text book corporation is established in Manipur in coordination with the SCERT as in other States like Assam, Maharastra, Tamil Nadu, Gujarat etc, the SCERT will be able to produce standard text books, Khrushchov noted.
Reacting to the allegation of the Guardians Association that SCERT has become non-functional, another representative of the Coordination Committee A Romel claimed that of all the Departments and offices under education sector, SCERT has been working the most.
At present, SCERT units have been successfully organising various education programmes/activities, he maintained.
Saying that Research and Evaluation wing of the SCERT has published question designs blue print of classes 1 to V for teachers, Romel substantiated his claim.
Besides developing books on evaluation, the SCERT is currently engaged in surveying primary schools for improvisation of schools, he informed.
A research work on "Poor Enrolment in Government Schools" has also been published by the SCERT while its training unit has taken up various orientation programmes, workshops and seminars continuously.
A teachers' guide book will also be released shortly, he released.
To make education a free zone and to include education among essential services is the wish of the SCERT Employees' Coordination Committee, N Noren, another representative said that the Committee will welcome all positive suggestions.
However, he asserted that the Committee will face boldly all attempts to discredit the SCERT.
