Speaker admits motion against Sushil Kumar Shinde

With regard to the alleged derogatory remarks of union Home Minister Sushil Kumar Shinde against resolution of the Manipur legislative assem-bly on the issue of implementing Inner Line Permit System in the State, Speaker Th Lokeshwor has approved deliberation on breach of privilege/contempt of House by Shinde, in the next session of the Assembly.
based on news report about the Union Home Minister terming the State Assembly's resolution on ILP issue as premature, Trinamool legislator Dr I Ibohalbi observed that Shinde's outbursts amount to disgracing all the members of the Manipur Legislative Assembly.
The State Assembly, in its previous sitting, had adopted a resolution for implementing ILP system in Manipur and subsequently forwarded the decision to the Centre seeking its approval.
Seeking opinion of the Speaker on whether Shinde's remarks amount to breach of privilege/contempt of house, Dr Ibohalbi also urged the speaker to clarify whether or not the Assembly Secretary or the Speaker had sent suo motto notice (s) to the Union Home Minister.
With the Speaker insisting that he is yet to receive a formal report on the issue, Dr Ibohalbi sought the speaker's assent to place a motion to which Th Lokeshwor suggested that deliberation on the matter would be more appropriate in the next session of the house as the issue deserved authentication of the Privilege Committee of the House.
Meanwhile, Dr Ibohalbi expressed strong resentment that a censure motion he had put up against Agriculture minister Md Abdul Nasir on the latter's involvement in a public brawl during the recently held Manipur Sangai Express did not figure in today's session of the State Assembly.
Speaking to newspersons at the end of the assembly session this afternoon, the Trinamool legislator opined that with the Speaker Th Lokeshwor not revealing to the house members whether or not he (Speaker) admitted the censure motion the issue subsequently failed to figure in today's session, the last day of the two-day winter session.
Dr Ibohalbi, who represents Oinam AC, said that as the public brawl involving Minister Abdul Nasir undermined prestige of both the Assembly and the legislators, he personally forwarded a censure motion on the said issue on December 17 .
Speculating that the Government might have certain reservations on discussing the embarrassing incident, he deeply regretted members of the House not provided an opportunity to debate on the matter.
He also opined that members involved in criminal acts allowed access to the Assembly will only dilute sanctity of the House.
