Imphal, July 30 2014:
Hitting back at Chief Minister O Ibobi's comment regarding the civil movement for enforcement of ILPS in the State which was allegedly aimed at hoodwinking the people, the JCILPS Students' Wing has appealed to the Chief Minister not to fan people's fury.
Addressing a meeting on the ILPS issue at DESAM head office, Keishampat today, the students' wing convenor M Angamba cautioned the State Government to tread carefully keeping in mind people's sentiment and aspiration.
A memorandum seeking reaffirmation of the Assembly resolution adopted last year was submitted to the Government before the recent Assembly session which concluded on July 28 but none of the legislators spoke a single word about the ILPS issue.
Expressing surprise over the Chief Minister's comment that adopting Assembly resolutions repeatedly in favour of implementing ILPS would sound farcical, Angamba alleged that all the ills besetting the State emanated from the Chief Minister's incompetence.
After not a single word was uttered on the ILPS since the beginning of the session, it was only on the last day that the Chief Minister showed deep concerned over the ILPS issue.
It smacks of open deceit on the part of the Chief Minister.
Manipuri people are now listed among the indigenous peoples of the country and to protect any group of indigenous people is a bounden duty of the Government of India or the State Government should frame a law for protection of the indigenous people, Angamba asserted.
Treating its own citizens as enemies would be disastrous for the Government at the end.
He also condemned the brutal police crack down and excesses committed against young students.
If police continue with their acts of brutality, they would not find any place in the society.
He questioned whether it was the Home Minister or the DGP who authorised police to use violence against students.
The Home Minister and the DGP should come out with a clarification on the matter at the earliest.
Moreover, the report of the enquiry committee constituted in connection with violent police crack down on students should be made public.
The students' movement for enforcement of ILPS in the State would go on as vigorously as it is today.
A thousand students may die or get injured but they would ever remain committed to their objective, Angamba.
He further urged the State Government to formulate a mechanism which can effectively check influx of migrants.
