Imphal, December 10 2015:
While asking all Naga/tribal MLAs to resign from the Manipur Legislative Assembly at all cost, the Naga Political Leaders' Forum Manipur (NPLFM) has urged the Government of India to promulgate President's Rule under Article 356 of the Constitution of India rather than giving assent to the three Bills passed by the Manipur Legislative Assembly on August 31 this year.
The forum held a general body meeting on December 9 at Tribal Research Institute here.
The meeting was jointly chaired by Soso Lorho, BD Behring and Jangamlung Pamei.
The meeting noted that there were serious procedural lapses in the passing of the Protection of Manipur Peoples Bill, Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015 and Manipur Shops and Establishments (Second Amendment) Bill, 2015 as they were not referred to the Hill Areas Committee before introducing them in the House.
"The members present in the meeting also decided resolutely to support the tribal peoples' protest against those three anti-tribal Bills and two anti-Naga resolutions passed by the Manipur Legislative Assembly on August 31 consequent upon which nine innocent tribal protesters were shot dead by police commandos on August 31 and September 1 at Churachandpur whose dead bodies are still lying at Churachandpur district hospital morgue", conveyed a press release issued by NPLFM joint secretary H Ngatangmi.
The meeting concluded that the Naga/tribal MLAs of the 10th Manipur Legislative Assembly had failed to safeguard the rights of the Naga/tribal people where the three alleged anti-tribal Bills and the two anti-Naga resolutions were passed in the Manipur Legislative Assembly.
The gathering also hailed both the Government of India and NSCN for signing the historic Framework Agreement on August 3 at New Delhi after 18 years of protracted political negotiation between the two entities.
The meeting resolved to appeal to all the Naga political groups to come and join this peaceful initiative to work out a better future for the Naga people and their posterity.
After minute deliberation of the Framework Agreement, the meeting further resolved to take out political awareness mobilisation on the Framework Agreement in all the 'Naga districts' at the earliest, and reaffirmed trust and confidence on the 'collective leadership' with regard to deciding the political destiny of the Nagas.
