Even as the State Government has issued an order for cancelling the appointments of District Council teachers, no official processes have been taken to fix responsibility on Government officials involved in the sly appointment scam.
According to a reliable source in the Tribal Development Department, the Government through an order issued by the Under Secretary (Hills) officially terminated the services of 120 teachers appointed at schools under the Autonomous District Council of hill districts in Senapati, Ukhrul, Tamenglong, Churachandpur, Chandel and Kangpokpi sub-division.
The cancellation order came after news report exposed the appointment of the teachers, which violated the Memorandum of Understanding signed between the State and Central Government.
The MoU had stipulated a blanket ban on fresh recruitment.
The appointment of the teachers was also without the approval of the State Planning and Finance Department, conveyed the source.
The Centre-State Government memorandum of understanding to impose ban on fresh appointment, with the conditional exception of Home department, is still in force.
The appointments were effected through separate orders issued on June 28 when the current FCS Minister, Ngamthang Haokip was in charge of the Tribal Development Department.
Even though the order pertains to termination of service of those District Council school teachers appointed after June 2004 it, however, does not mention anything on action taken up against officials said to be involved in the scam.
It is also pertinent to mention that some top Government officials had faced an awkward position when official files related to the cancellation of appointment orders disappeared under controversial circumstances inspite of the fact that no less than the Chief Minister had instructed a detailed scrutiny on the sly appointment allegations.
