Imphal, August 21 2014:
ZYF, AZSU and ZSUM have jointly submitted a representation to Director General of Police, Manipur today requesting to intervene into the matter regarding the police inaction in connection with the case of murder attempt, physical assault and others on Mr.Ringsanbou Newmai, BA 5th Semester student of Don Bosco College, Maram on 28th July, 2014, despite the Imphal Police Station and the Mao Police Station registered FIR u/s 326/34 IPC against the accused Hingba Mathew, warden, Josephine Girls Hostel, Maram.
Informing this in a joint statement, the three Zeliangrong students/youth organisations have asserted that the State Home Minister claimed of "people friendly police" force has now turned into "criminal friendly police" force.
If the accused of the murder attempt can be let scot free then the State Govt.is grooming criminal, imparting crime activities and it is legalising criminalisation.
If any person committing such inhuman heinous crime can be pardoned then it would not be difficult for anybody to commit similar or extreme degree of crime.
Regarding the claim of Zeliangrong Union (ZU) and Maram Naga Union (MNU) of settling the matter in accordance to customary law, the joint statement of ZYF, AZSU and ZSUM termed it as "abetment of crime" and asserted that there is no such law in customary, national laws or international laws that such crime should be settled by offering a pig measuring five fist or over exchange of rice plate.
"What is the basis for their claimed especially when the victim is struggling for life and undergoing medical treatment in the ICU of JNIMS hospital? There is no authority for the ZU and MNU to discuss this particular matter without the participation, involvement, consent or knowledge of the victim family as such it is total contradictory to customary or any law.
The victim family has already even declared their stand and position very clear of which was widely publicised in various newspapers that any settlement without delivering justice to the victim shall not be accepted.
The ZU and MNU announcing their claimed of settlement on the highly condemned crime even after the victim family has expressed their objection, rejection and disowned out rightly right from the beginning shows ZU and MNU conspiracy in the crime and hand in glove with the accused.
Is there any authorisation from the State Govt to ZU and MNU to handle the matter because of its inability to dealt it according to law of the land? The ZU and MNU settlement claimed is completely dishonouring to the life of the injured victim, violation of human rights and direct challenge to all laid down laws, which is punishable", the joint statement said, adding that if grievous hurt or injury can be caused to anyone with a condition thereafter to bear medical expenses and offering a pig or exchange of rice plate as mode of settlement then it may not be hesitation for anybody to commit similar crime.
ZYF, AZSU and ZSUM will pursue the matter until justice is delivered to the victim, the joint statement reiterated.
