Dr Meinya raises ILP Issue in LS

Amid the ongoing protests for implementation of Inner Line permit system throughout the state and the allegation of elected MPs from Manipur doing nothing on the issue, Lok Sabha MP Dr.Thokchom Meinya today raised the issue in Parliament, urging the Union Government to take up immediate necessary action for introducing the Inner Line Permit System in Manipur.
In his address during the Lok Sabha Budget Session, Meinya recalled that the Manipur State Cabinet on 12 July 2012 had resolved to urge the Centre to extend the provisions of the Bengal Eastern Frontier Regulations, 1873 to the state of Manipur.
This regulation is in vogue in Mizoram, Nagaland and Arunachal Pradesh (MiNA), he cited.
On July 13, 2012 and on June 13, 2013, Manipur State Assembly had again unanimously passed a private member resolution and another resolution for introduction of the Inner Line Permit system in Manipur, he added.
Dr.Meinya further recalled that when Manipur kingdom lost her independence to the British in 1891, Manipur did have a permit system for entry into and exit from Manipur.
Again on 26 February 1948, the then Government through a State Council (Cabinet) resolution, approved the retention of the above permit system in Manipur State, he informed the Parliament.
Unfortunately just after one year of Manipur's merger with the Union of India, on 18 November, 1950, the then Chief Commissioner of Manipur abolished that permit system, Meinya said, adding that it was a tragic incident.
While observing that there has been drastic change in the demographic pattern of the state with influx of outsiders, Dr.Meinya drew the attention of the House saying that the people of Manipur now want the re-introduction of the Inner Line Permit (ILP) system in the state to stop the otherwise unauthorized influx of illegal migrants into the state.
Raising the issue under rule no.377, INC MP from Manipur urged the Union Government particularly the Home Ministry to take up immediate steps for introduction of ILP system in Manipur.
