Saying that technology has now brought the facility of e-books through internet and mobile phones, Dr Nandakumar said that everybody can access these e-books anytime at any place.
RK Nimai said that the State Government had recently announced that requisite manpower will be provided to all the district libraries.
Saying that Government's decision to set up a Cultural University is a welcome step, Dr Nimai said that Moscow is the only city in the world which has an Art and Culture University.
However, many universities have efficient culture departments, he added.
Although, Manipur is one of the States which publish maximum number of books, quality of these books are not satisfactory despite the modern changes that people see in binding and printing, he observed.
On the other hand, even most famous, popular and best selling books of the world are not available in the markets of Manipur due to lack of reading habit of the people, he added.
