Imphal, July 17 2011:
Tangkhul Youth Council (TYC) has said that it will extend full support to Tangkhul Katamnao Saklong's campaign against alleged racial discrimination in the matter of promotion and posting of employees in various State Government Departments.
In a press release, TYC took strong exception against the Congress-led SPF Government for its alleged 'blatant' racial discrimination meted out to HS Verypam, a tribal promoted to the post of Chief Engineer in PHED, now being retained as OSD to the Principal Secretary (PHE).
TYC demanded for repatriation of HS Verypam, whose retirement is due in March 2012, to his parent Department immediately.
TKS alleged that the Government has arbitrarily overlooked the recruitment rules so as to allow one Superintending Engineer, who according to the youth body is ineligible, to hold the post of Chief Engineer in-charge.
TYC questioned, "What is the sense to keep one Superintending Engineer as Chief Engineer in-charge when there is a regularly promoted Chief Engineer?"
.
HS Verypam was appointed on promotion to the post of Chief Engineer in PHED on the recommendation of the DPC meeting held on June 28 last year in consultation with the MPSC and with the concurrence of the Commission conveyed vide letter No 8-A/42/2010 MPSC (P) dated 29-06-2010 No.3/5/98-PHED/DP-27th July, 2010, it added.
TKS further said that the State Government is answerable to this 'arbitrary' and 'discriminatory' act.
Without citing any substantive reason, the service of the most eligible Chief Engineer has been retained as OSD to the Principal Secretary (PHE), it added.
"What is the justification/hidden policy of the State Government in the case of HS Verypam?", TKS questioned.
Chief Minister Okram Ibobi Singh also sent a directive (UO No1/46/2009-CM, Imphal, the 27th Nov 2009) for repatriation of HS Verypam to his parent Department as Chief Engineer, TKS said.
