HC scraps appointment of MTU VC

The High Court of Manipur on Friday scrapped the appointment process of Manipur Technical University (MTU) vice chancellor Dr Bhabeswar Tongbram and ordered the authority concerned to publish fresh recruitment advertisement and appoint a new MTU VC within three months.
In his judgement, Justice MV Mu ralidaran, which combined four writ petitions on the matter, ordered that the advertisement issued on August 12,2021 with regard to appointment of MTU VC is null and void and the order dated November 8, 2021 appointing Dr Bhabeswar Tongbram as MTU VC stands cancelled.
The HC further passed the judgement that a new advertisement should be issued for recruitment of MTU VC which are in accordance with University Grants Commission (UGC) rules.
The order also instructed that the new appointment process should be finished within three months.
A report on implementation of the judgement should also be submitted to the Court by April 28.Till the appointment of new VC, varsity authorities must ensure that it functions without any disturbance, it added.
As per the order, out of the four writ petitions two were filed by Dr Khaidem Joychandra and Mutum Shyamkesho Singh appealing to the Court to invalidate the order issued on November 8,2021 for appointment of MTU VC and to restart the recruit ment process which is in accordance with MTU Act, 2016 and UGC norms.
The third writ petition was filed by Dr Ningthoujam Ram Singh which urged the Court to see whether the appointment Of Dr Bhabeswar is in accordance with rules, while the fourth petition appealed to the Court to cancel the advertisement issued on August 12, 2021 for recruitment of MTU VC.
The four writ petitions were com bined as one by the HC and after its final hearing on January 22, the Court passed its judgement on Friday.
