Imphal, September 12 2014 :
Saying that the imposition of curfew on non-locals by Joint Committee on Inner Line Permit System (JCILPS) as part of its agitation to push for implementation of Inner Line Permit System in the State is not a correct step taken in the right spirit, Deputy Chief Minister Gaikhangam, who also holds the portfolio of Home, has appealed to the committee to refrain from any form of violence in pursuance of its demand.
Speaking to media persons, Gaikhangam admitted that the collective demand for ILP enforcement from many sections is legitimate taking due consideration of rampant influx of outsiders into the State and added that the government has been exploring all possible ways to implement the system at the earliest.
He stated that any protest whether it is for ILP should be in a democratic way as violence will only bring harm to the State.
Imposing curfew on non-locals will have adverse affect on people of the State staying in different parts of the country.
It is not a right thing to do, the Dy CM maintained.
Asserting that a committee comprising of members from all political parties has been closely monitoring the ILP issue along with seeking opinions from experts from different fields, he informed that a meeting of the committee will be held on September 16 during which all possible ways including enactment of a State law to safeguard the interest of the indigenous people will be discussed threadbare.
If need arises, a delegation of the committee will be sent to States where the ILP system is in place to get a detailed assessment of the system, the Deputy Chief Minister said.
He also called upon the political parties to urge their high commands for exerting pressure on the Central Government to implement the ILP system in Manipur.
