Rohit Sapam, son of sitting Speaker of Manipur Legislative Assembly Sapam Budhichandra has been appointed in the Assembly secretariat as under secretary by-passing all recruitment procedure and holding a DPC of namesake.
Alleging malpractices and irregularities in the processes filling of vacant posts in the Manipur Legislative Assembly, the Manipur Legislative Assembly Secretariat Employees' Welfare Association today threatened to launch democratic forms of agitations if not rectified the irregularities.
A statement of the association signed its secretary L Pramodini also while observing that DPCs for filling up some vacant posts in the secretariat were held for the namesake despite complaints lodged by the association to the higher authorities including the Prime Minister office and Manipur Governor also demanded appropriate action to the secretary in-charge, Ksh Megharaj and also appoint a full-fledged secretary of the secretariat.
The association at several occasions demanded to cancel the notification for the appointment of one under secretary and committee officer issued by secretary in-charge pointing out the necessary qualification mention in the notification violated the existing recruitment rules and observing that it will wrong to appoint such responsible posts only through DPC as namesake.
The statement added that with regard to the matter, the association had lodged complaints with the higher authorities pressing to stop holding the DPC violating the RR.
As a result of it Prime Minister Office as well as state Governor instructed to cancel it.
Keeping all these behind, the authority of the state Assembly secretariat conduct the DPC by force for the namesake only and appointed Rohit Sapam son of present Speaker of Manipur Legislative Assembly as under secretary and Robert Laitonjam, a close relative secretary in-charge, Megharaj as committee officer.
The act is against the natural justice and an unfortunate thing.
It has blackened the faces of 60 MLAs of the state and amount to lead youngsters in the wrong path, the statement observed.
The lengthy statement also exposed various malpractice and malpractices which are going on for filling up vacant posts in the Assembly Secretariat.
