PIL filed against AR for 'blocking' highway

Imphal, February 04 2015:
Contending that though Article 19 (1) (D) of the Indian Constitution guarantees the citizens the freedom of movement in any part of the country, the personnel of Assam Rifles in violation of the Constitutional rights have restricted movement along National Highway 102 ( Imphal-Moreh route) from 5pm to 5am everyday, a Public Interest Litigation was filed Wednesday at the Manipur High Court pleading relief from the hardships arising from the wayward action of the security personnel .
The PIL was filed by Thokchom Kumarjit from Thangmeiband with the Government of India, Government of Manipur, the commanding officers of 28th AR, 9th AR and 26 AR and secretary of home ministry as the respondents.
The PIL was placed before a division bench of the Manipur High Court comprising of Chief Justice Luxmikant Mohapatra and Justice Kh Nobin.
However, the discussion to move the PIL was deferred to February 5 as the Assistant Solicitor General who will be representing the GoI could not be present.
Counsels of the petitioner advocate Khaidem Mani and advocate Rakesh Meihou-bam pleaded with the division bench to move the litigation in the absence of the Assistant Solicitor Gene-ral.
But Justice Mohapatra and Justice Nobin ruled that the matter will proceed in the presence of the counsel of the respondent.
