Churachandpur, August 07, 2012:
The Committee on Protection of Tribal Areas, Manipur (COPTAM) today urged Churachandpur Deputy Commisioner, for safeguarding district boundary against encroachment.
In a letter to the DC Churachandpur, COPTAM stated that though some pockets of the hill district are administered by the adjacent valley police as per present Police district boundary, Kangvai is still under the jurisdiction of Churachandpur District police.
However, it is learnt that Police and VDF personnel from Bishnupur district posted at Phouchakhai were often on duty and conduct frisking at Kangvai Bazar.
Deployment of police personnel from Bishnupur district at Kangvai shall deemed as belittling Churachandpur district administration in particular and tribals in general.
The COPTAM further pointed out that some villages of Churachandpur district are included in the past Panchayat election.
Therefore, the COPTAM has now resolved to bar holding of Panchayat/Municipality Elections in the hill areas where ADC elections has been conducted and any government official or employees or individual should not indulge themselves in conduction in the hill areas.
It further added that the areas or villages that fall within the constituency of Hill District MLAs and MDCs as per the Manipur (Hill Areas) District Council Act,1971 should continue to be part of Hill administration.
