Claiming that the newly recruited and regularised lecturers had been drawing lower pay based on wrong pay fixation, Joint Teacher's Forum (JTF) has asserted lecturers must not draw pay in the 7th pay until ROP 2019 is rectified.
A press release issued by JTF said that the Manipur Government Service (Revised) Pay Rule, 2019 (7th Pay) will cause school teachers under GoM to refund lakhs of rupees to the Government.
For the last many years teachers have been drawing a salary as per the pay structure of the modified pay revision of 2011, it said and added that even in the ROP 2011, the Academic Grade Pay (AGP) caused ambiguity; so teachers had been demanding to convert AGP to Grade Pay (GP) without downgrading their respective grades.
Saying that the ROP-2019 has made the situation worse by placing both primary and graduate teachers at the Pay Band-1 with some GP, JTF said that consequently, teachers have to refund the huge amount of money to the Government.
One loophole of the ROP-2019 is the placement of both primary teacher (feeder post) and graduate teacher (promotion post) at the same grade at a lowe Pay Band, JTF added.
Saying that lecturers belong to Group A and are Class-I gazetted as mentioned in the recruitment rules, JTF added that appropriate GP of lecturers must be not less than 5400 .
