Imphal, December 18 2011:
ACOAM-Lup, has expressed hope that the state government would take up necessary steps towards reintroduction of Inner Line Permit (ILP) system in Manipur taking into account of the problem of uninterrupted influx of outsiders.
In a statement, Secretary General in-charge of ACOAM-Lup S Sanjit asserted that the state as well as all the ethnic groups living in it have been facing the problem of identity crisis since Kangleipak (Manipur) became a part of India on October 15, 1949 and this crisis has deepened after the then Chief Commissioner Himat Singh revoked Inner Line Permit system, which was in place, on November 18, 1950 .
Since then there has been uninterrupted influx of outsiders in Manipur so much so that the population of outsiders has come to constitute one-third of the total population of the indigenous people today.
The outsiders have also outnumbered the indigenous tribal people.
The situation has come to such a level that even prices of essential commodities have been decided by the outsiders who have taken over the role of agents of all the goods required.
Taking into consideration of this issue seriously, it is hopeful that the government of Manipur would adopt a definite resolution on re-introduction Inner Line Permit system so as to save Manipuri society from being overwhelmed by outsiders, Sanjit said.
