Imphal, December 14 2018:
Manipur High Court has dismissed a PIL filed against Meeyamgi Numit and Hill Leaders Day programmes.
An advocate, one Moirangmayum Ibohal Singh of Samurou bazaar, had filed the PIL (No 43 of 2018) before the High Court of Manipur stating that Hill Leaders Day and Meeyamgi Numit are against the rules of business and the programmes are non transparent, arbitrary and publicity oriented.
The petitioner had also prayed for the High Court to direct the State Government to disclose the source, scope and nature of the two programmes.
The High Court of Manipur, via an order on September 24, dismissed the petition terming the PIL as devoid of merit.
The High Court observed that the petitioner is simply trying to make a mountain out of a mole hill and explained that the public interaction of Chief Minister and other Ministers is nothing but grievance day.
The Court ruled that the primary duty of the elected members is to serve the people and reach out to them whether they are from the hills or the valley.
The High Court further observed that the primary importance of the said programmes is for the benefit of the people and explained that it found no error in any elected members meeting the people at their doorsteps.
Pointing out that it is the primary duty of the elected members to meet the people at all possible times and address their grievances, the High Court of Manipur decided that the petition has absolutely no merit and that the petitioner's prayer is misconceived.
