State Government fails to submit probe reports of 9 cases to Supreme Court
Hearing on 1528 fake encounter cases in Manipur to be held on Oct 14

Despite Supreme Court's recent directive to submit enquiry reports of 27 different fake encounter cases, the Government Government of reportedly forwarded reports for only 18 such cases while those of the remaining 9 cases have been kept withheld against the order of the apex court.
The 9 cases, enquiry reports of which have been withheld by the state government so far, include killing of A.Bimol of Nongren Chillak by Manipur Police Commando on 29 October in 2004, killing of Thangjam Manorama by 17 Assam Rifles on July 10 in 2004, killing of Kh.
Debeshore by personnel of 17 Assam Rifles on March 9 in 2004, killing of Md.Tayab Ali by Assam Rifles on July 25 in 1999, killing of Yumlembam Sanamacha by Army on February 14 in 1998, killing of Laishram Bijoykumar in 1986, killing of C.Paul and C.Daniel on March 10 in 1982, killing of Loken and Lokendro on December 23 in 1980 and the killings during Operation Blue Bird at Oinam village in Senapati in 1987 .
Meanwhile, the hearing for the 1528 fake encounter cases filed by Extra Judicial Execution Victim Family Association (EEVFAM) will be conducted on October 14 .
Talking to media in this regard at the office of Human Rights Alert at Kwakeithel, Edina Yaikhom, General Secretary of EEVFAM, said that enquiries on various fake encounter cases happened in Manipur were conducted under the Commission of Enquiry Act, 1952.However, neither the reports of the enquiries were made public nor actions taken on the guilty.
The state government has not disclosed the reports, even though they were sought under the Right to Information Act, the general secretary lamented.
Following a directive of the apex court to submit enquiry reports of 27 cases, Manipur Government has so far forwarded reports for only 18 cases on August 8 last, she pointed out, while urging the state government to submit the reports for the remaining 9 cases to the apex court.
Edina further said that EEVFAM welcomes the recent judgments of High Court of Manipur regarding 'fake encounter cases,' but it was disappointing that the court did not direct any criminal proceeding against the responsible security personnel despite the fact that specific prayer has been sought for prosecution in the petitions.
She urged the High Court to direct criminal proceedings against those security personnel including the Investigating Officers involved in fake encounter cases.
EEFAM encouraged all bereaved families of fake encounters to initiate criminal proceedings to ensure all the responsible personnel of security forces and police commandos are brought to justice, she said.
