PWD failures likely to snap Imphal-Moreh highway

Different points of the 88.543 Kms long Wangjing-Moreh section of Imphal-Moreh highway are now lying in a pathetic condition as the State PWD could not repair the same section after it was dug up by Bharti Airtel Company for laying underground telecom cables.
Bharti Airtel Ltd submitted a proposal to the PWD's National Highway Division for laying underground telecom cables from Wangjing to Moreh along Imphal-Moreh highway.
As telecom cables would be damaged during construction/repairing of drains which are generally built along hill slopes, it was agreed to lay telecom cables on the further side of hill slopes.
According to the agreement inked between the department and the company, the highway section would be dug up half a metre in breadth and 1.5 m in depth.
After laying telecom cables, the dug out portions would be refilled with earth and the company's works end here.

After this, PWD should lay several layers of earth until it is 0.30 m thick and make the layers adequately compact.
After the earth layers are 0.30 m thick, they should be topped with shingles.
Funds needed for repairing the dug out highway portion to its earlier self should be borne by the Bharti Airtel Ltd, informed an official source.
In accordance with the agreement, the company deposited a cheque of Rs 5,77,29,500 in the account of PWD's National Highway Division Executive Engineer on November 25 last year.
The cheque bearing number 733949 was deposited with PWD before the cable laying work started.
The cable laying work started before the last spell of rainfall.
But the PWD is yet to initiate any process for repairing the dug out portion, informed the official.
As the dug out portion has not been refilled properly, it now looks like a small drain and this is posing a serious threat to the highway.
It is reported that the highway may start breaking apart if the dug out portions are not filled up up to the level of the highway surface and levelled properly before the next spell of rain.
