The Zeliangrong Students' Union Manipur (ZSUM) in a memorandum submitted to the Chief Minister of Manipur, O Ibobi on behalf of the general public expressed shock and amazement against the Executive Engineer, A Biramani and SO, N Saratchandra for their misappropriation of funds and office channels of PWD, Tamenglong Division.
A statement jointly issued by ZSUM State Secretary, Chunthuigai Kamei, Chairman, Humaliabou Pamei and Finance Secretary, Thaingamlung Thaimei claimed that the condition of the Langkhong Bhalok Road which was inaugurated by the then Works Minister, Z Mangaibou has been deteriorated to the worst due to the misappropriation of funds by the successive EE, A Biramani who was posted in the district during 2003-05 .
The Tamenglong-Khongsang road was also so badly constructed that it was later handed over to the BRTF in 2005.
He reportedly transferred bills worth Rs 45 lakhs from Tamenglong Division to Sadar Hills Division and withdrawn the money for non-existent works and fled to Imphal.
Being a tainted EE, he is afraid to attend his office at Tamenglong since his posting in November 2008.At present, he is facing vigilance case in cement scandal said the
statement.
ZSUM came to know that the secret dirty works like preparation of secret work orders, Bills Wriging of Cheques etc was done at the house of N Saratchandra.
He has made the PWD department defunct.
ZSUM demanded the present EE, A Biramani and S O, N Saratchandra to be suspended and immediately make an enquiry to unearth the massive fraud perpetrated by them.
An EE who can run office at Tamenglong and supervise all ongoing works/projects be posted immediately.
All relevant files, registers,cashbooks, cheque books, accounts books etc be handed over to concerned Engineers, Cashiers, Accountants and CDA (Contractor Dealing Assistant) instead of hiding it at Imphal said the statement.
ZSUM warned to take up various democratic agitationS if the grievances of the people of the division are not met within July 20 for which the state government will be solely responsible for any untoward circumstances occurring during the agitation.
