Blast victim demands Rs 5 lakh compensation

A woman, who was seriously wounded in a bomb attack carried out by miscreants during a sit-in-protest demonstration at Ningthoukhong bazaar in 2009 against the monetary demand made by one UG group, has filed a petition in the Gauhati High Court pleading for directive to the State Government for payment of Rs 5 lakh compensation to her.
RK Ongbi Premila, mother of RK Anupama, who was hurt in the bomb blast, has filed the petition against the Principal Secretary (Home), Commissioner/Secretary (Finance), DGP, DC of Bishnupur district and its SP.
Hearing the petition of the victim's mother yesterday, Justice N Koteshore of Gauhati High Court directed the concerned authorities of the State Government to reply within 4 weeks.
It may be mentioned that some cadres of a UG group demanded a sum of Rs 2000 and a mobile handset each from all the shops and vendors in Ningthoukhong bazaar on June 25, 2008.Denouncing the demand of the UG group, the aggrieved shopkeepers and vendors staged a sit-in-protest at Ningthoukhong Bazaar on June 26, 2008 .
The protest demonstration was attended by around 150 people including women and children.
As the protest demonstration was underway, two persons coming on a motor cycle lobbed a hand grenade which exploded amidst the protesting public.
In the blast, 10 people sustained injuries with three of them critically.
RK Anupama was among the critically wounded.
The petition contended that the protest demonstration was carried out by the public against an underground outfit and it is the duty of the State Government to ensure security of the protestors.
However, no security measures arrangement had been put in place since the government failed to perform its duties.
So, as per the Constitution of India, the concerned authorities of the State Government are liable to provide compensation to the blast victims.
