Imphal, December 19 2012:
Putting an end to 20 long years of hiatus, the district court or the court of Chief Judicial Magistrate (CJM), was reopened from today.
An occasion considered one of the most anticipated and appreciative moves under the present District Administration, the re-opening of the District Court after 20 years is expected to facilitate legal services and ensure execution of constitutional rights through judicial fraternity.
Speaking as Chief Guest of the function, Justice RM Lodha of Supreme Court of India, categorically stated, "A judge can't be corrupt because he is discharging divine judgment to litigants" .
Intellectual dishonesty is as bad as material dishonesty.
Compromising with constitutional law is not permissible and not permitted.
It has never been thought that corruption which has found a prominent place in administration would enter into judiciary as well, Justice Lodha observed.
Pointing out that 'independence, impartiality and integrity' as the three essential qualities that a judge should possess, Justice Lodha maintained that a judge can render 'quality justice' to litigants only when he has the personality and "sense of justice".
He has to build the personality by his confidence, conduct and merit.
He also called upon all the officials of CJM, Senapati, citizens of the district, media persons to work hard and help in speedy, quality and equal justice deliverance to litigants.
T Nandakumar Singh, Portfolio Judge, Manipur East & Executive Chairman, Manipur State Legal Service Authority said that peace and harmony in Senapati district is in the hands of its citizens.
Referring to frequent strikes and blockades imposed along Imphal-Dimapur stretch of the National Highway-2 and its aftermath impact on all the people, Nandakumar said that science makes the man intelligent and history makes the man perfect, so if Senapati district has to be developed its citizen should remember the "sweet days of past" and have faith on judiciary.
Chief Justice of Gauhati High Court, A K Goel observed that a law court is like the temple of justice where poor and powerless people are pitted against powerful and rich people and there is no discrimination between the two.
Advocate General of Manipur Th Ibohal Singh noted that reopening of the CJM court is a new beginning in the history of justice delivery system of Senapati district.
So, authority has decided to shift the CJM from Imphal to district headquarters considering the convenience of litigants.
Judge of Gauhati High Court N Kotiswar Singh, local leaders, advocates and officials of Manipur Bar Association were also present at the occasion.
Attended by over 500 delegates and dignitaries including prominent legal practitioners, police, civil bodies, NGOs, students and well wishers, the programme also demonstrated tribal dances and cultural songs.
