New RIMS Director HC stays appointment order

Acting on a writ petition filed by RIMS Director in-charge Dr Ch Arunkumar, the High Court of Manipur has suspended the order issued by the Ministry of Health and Family Welfare (North East Division) Under Secretary Murari Lal Sharma on April 23 whereby Head of Department, Pharmacology Dr S Rita was appointed Director of RIMS.
Dr Ch Arunkumar filed the writ petition challenging the legality of the order issued by the Under Secretary, Ministry of Health and Family Welfare (North East Division), Government of India.
According to a legal notice served to the RIMS Deputy Director (Administration) by Advocate Kh Tarunkumar, the petitioner's counsel, Dr S Rita Devi should not be allowed to hold the charge of Director, RIMS.
However, Dr S Rita submitted a report to the Deputy Director stating that she has taken charge of RIMS Director and the Deputy Director has forwarded the same report to the Ministry of Health and Family Welfare (North East Division) today.
Dr Ch Arunkumar filed the writ petition challenging the legality of the order which appointed Dr Rita to the post of RIMS Director as the same order looked dubious.
There is also a Supreme Court ruling which says that no two interim Directors should be placed in charge of a medical institution consecutively.
Notably, Dr Ch Arunkumar was given the charge of RIMS Director after the incumbent Prof Sekharjit was demoted whereas Dr S Rita was given the additional charge of RIMS Director for a period of six months.
It is reported that case hearing of the writ petition would be held tomorrow too.
