Former Chief Minister RK Ranbir and the then Food and Civil Supplies Secretary, RK Modhusana, who have been charge sheeted by the Central Bureau of Investigation (CBI) in the 1991-92 Rs two crore scam surrendered before the Special Court, PC Act and obtained bails from the same Court today.
The CBI recently submitted charge sheets against RK Ranbir, the then FCS Secretary Modhusana, then Director L Gangte and contractors and transporters in connection with the rice scam that rocked the State in 1991-92.L Gangte and the then Assistant Director Abdul Halim have already obtained bail from the Special Court after surrendering before the same Court yesterday.
After hearing the submissions of the counsels who appeared in favor of both RK Ranbir and RK Modhusana, the Special Court, Manipur East, M Binoykumar today granted bail to the two after they executed PR Bonds of Rs 30,000 and a surety Bond of the same amount each.
The Court in different orders asked them to appear before the Court on January 21.The bail application of RK Ranbir submitted before the Court said that he (Ranbir) is a man of high repute as well as a former Chief Minister of the State.
As such there is no question that he will abscond if the bail is granted, said the application.
Ranbir is a public figure and is always ready to face trial of the case, the application added.
The application further said that Ranbir is totally innocent of the allegations leveled against him and he has been falsely implicated in the present FIR and detention and custody is not required under the facts and circumstances of the case.
His (Ranbir's) reputation will be ruined if he is detained in custody, said the application and assured that he will not do anything which will prove prejudicial to the prosecution.
All conditions laid down by the Court for granting the bail will be adhered to; the application assured and added he (Ranbir) is ready to produce reliable persons to stand as his surety.
Lastly the application prayed to recall the warrant of arrest and to release him on bail as the Court deems fit and proper in the circumstances.
It may be mentioned here that RK Ranbir had on January 5 last year filed for anticipatory bail which was rejected by the Court.
The former Chief Minister was instead advised to surrender before the Court concerned and seek bail as and when the charge sheet is submitted.
The case was taken up after the State Government decided to hand over the case to the CBI in 1995.The then Joint Secretary (Home) on April 22, 1995 formally requested the CBI Director to investigate the case, a reliable source informed.
