Imphal, September 12 2015 :
Blaming the NDA Govt at the Centre for the turmoil in the State, MLA of Heingang Assembly Consti-tuency Nongthombam Biren has slammed the Centre.
Speaking at the 21st foundation day celebration of LYS Steel and Cement Agency at Kwakeithel Makha near Police Outpost, MLA N Biren reiterated that the Bills passed on Aug 31 contain no provision which could hurt other communities.
Some unseen forces are trying to instigate hatred and violence among the indigenous population.
All the people should be very careful with what they say and do as it could mislead the masses, he added.
Stating that it is very unfortunate that some untoward incidents have occurred in some districts, Biren said it all started from a very big misunderstanding, he said.
These unseen forces are campaigning to disintegrate the State and the BJP led Central Government should be held responsible for it, N Biren, who is also a member of the Bill drafting committee said.

Further, he said that the Chief Ministers of neighbouring States like Nagaland and Mizoram should watch their words with regard to Mani-pur's current imbroglio.
"In both their States, the Inner Line Permit System is fully enforced and why they are so much against it when the Manipur State Government passed a home-made Bill to save our indigenous people," Biren asked.
Moreover the Bill is not anti-tribal or against any community.
Urging the people of the State to stand firm to protect the integrity of Manipur, Biren appealed to all concerned not to mislead the general public and sow seeds of hatred as it would surely lead to another June 18 like uprising.
He said that the Peace Accord which was signed between the NSCN-IM and the Indian Government should not affect the interest of Manipur.
To solve the decades old Naga issue, GoI should not commit the blunder of taking into confidence only a section of the Nagas led by NSCN-IM, he said.
The function was also attended by MLA of Naoriya Pakhanglakpa AC, RK Anand as the functional president while Radhakumar, IAS and social worker Dr S Ranjan were the guests of honour.
Emphasizing the need to infuse the ideas and know-how of entrepreneurship, Biren said that people here need to work in sincere manner with dedication to achieve success in life.
He said that sheer hard-work led entrepreneur like the LYS to flourish in the State.
MLA RK Anand maintained that the changing po- litical scenario of the State is the fallout of the Naga Peace Accord signed between the NSCN-IM and the Central Government on August 3 .
Manipur has its own history extending for more than 2000 years and this record must be considered first before any geopolitical talk between any group or State and the Central Government which might affect the integrity of the State.
He stated that although Prime Minister Narendra Modi vowed to denounce the practise of 'divide and rule' of the British, he (Modi) is applying the same here in Manipur.
It is very unfortunate that a person with such high personality is not keeping his words.
People has lost faith in the Central Government, he added.
He further said that the Naga Peace Accord must contain something or the agreement cannot be singed on a blank paper.
The agreement must be produced and made available to the States which are affected by it.
India is a vast democratic and republic country and such attitude must be taken serious note by the people, he added.
During the UPA regime such issues were never entertained.
But once the NDA led Government is in power, the tactics of disintegrating Manipur has kicked off, he alleged.
He maintained that the three 'historic' Bills were passed by the State Government after a year of consultation starting from 2014 and the claims that the tribal people were not consulted is false.
Further he said that the State Government has resolved to ask the Centre Government to amend Article 3 of the Indian Constitution as it can challenge the integrity of Manipur.
The 21st foundation day celebration of the LYS Cement and Steel Agency was also attended by well-wishers of the agency and its customers.
The agency was first started in 1994 by Laishram Yaima Singh.
As part of the celebration a musical concert was also staged.
