Memorandum submitted, 12-hr bandh imposed

Protesting against the State Government's order of September 11 for re-election of Chandel ADC Chairman, the Committee on Protection of Tribal Rights (CoPoTR), Chandel submitted a memorandum today to the Governor for immediate intervention.
The Committee stated that the election to the post of ADC Chairman was held on September 9 in compliance with the State Government's order.
Accordingly, the Presiding Officer and the Secretary have conducted the scrutiny at the given time where Ksm Mathew Maring and Lhukhosei Zou filed the nomination papers for the post of Chairman.
During the scrutiny process, the Presiding Officer rejected the nomination paper of Lhukhosei Zou as the proposers have nominated their own names instead of filling the candidate's name in the nomination paper.
Presiding Officer D Ringo Lamkang, as per the Manipur (Hill Areas) District Council Rules, 1971 3(a) & (b) (1) (2) and as per the authority given by the Governor, declared Mathew Maring as the lone candidate for the post of ADC Chairman and declared him as the new Chairman of Chandel ADC, the memorandum stated.
After the completion of the election, a certificate was handed over to the new Chairman of ADC Chandel at 11.50 am.
The Deputy Commissioner, Chandel reached the election venue at 12.20 pm alongwith with a letter addressed to President Officer which informed that the election has been deferred.
The Presiding Officer and Chief Executive Officer (CEO), ADC Chandel had written a report of the election in order to submit it to the State Government.
However, the CEO did not initiate the process and accused the ADC Members of pressuring him to expedite the election process.
Condemning the State Government for issuing new order for electing the ADC Chairman and changing the venue at Imphal, the committee also strongly opposed the shifting of regular office of the ADC at Chingmeirong, Imphal.
If the State Government conducts the re-election and allow the ADC to function from Imphal, the general public of Chandel District will launch all forms of agitation.
The committee also resolved to impose a 12-hour bandh in Chandel including NH-102 on September 13 from 6 am to 6 pm.
