Imphal, July 03 2009:
A discussion on grant of leave to Th Shyamkumar, member of the House till the end of the session has rocked the state Assembly on its first day of seating.
But, the house granted leave "subject to verification" to the documents to proof the reasons behind his seeking leave.
In the House, Speaker S Budhichandra informed the House on the leave application submitted by two members of the House, former Deputy Speaker, Th Shyamkumar and O Landhoni with the documents attached to support the reasons behinds their seeking leave.
Landhoni sought leave till July 8 from the seating while Th Shyamkumar applied for granting leave till the end of the session.
Speakers moved for granting leave to them with the permission of the house.
The speaker produced the documents attached with the leave application of Th Shyamkumar which stated that as he is currently in judicial custody and he himself is currently under treatment for heart at RIMS Hospital, he will not be able to present in the house.
Opposition leader, Radhabinod Koijam of NCP taking part in the discussion before granting leave put down that as a member of the law making body, it will be an unjust one to grant leave to Shyamkumar on the ground of "in the judicial custody".
He can attend the seating even though he is in the judicial custody, he observed.
He also demanded that on what ground, the house will grant leave to Shayamkumar.
Participating in the discussion, O Joy of MPP put down the house that it will be wrong to grant leave based on the document while seeking leave on medical ground and suggested to referred the matter to the Committee on leave of Absent of the House for verification.
As a member of the House absent continuously for six months, he could be disqualified as per rules of the house, it would be true to go the process smoothly he suggested the house.
To the reply of the Speaker that there is no to look into the leave of absent by the members of the house, O Joy demanded to verify the documents by distributing among the members.
Later, Speaker announced granting leave to Shyamkumar "subject to verification" to the documents submitted by him.
