Assembly Set To Discuss Three Bills After Govt Sealed Deal With JCILPS On Tuesday Night

The Protection of Manipur People (PMP) Bill 2015 (Bill Number 16 of 2015) will be introduced on Friday at the emergency sitting of the 11th Session (Part III) of the 10th Manipur Legislative Assembly.
Along with the PMP, two more other Bills - The Manipur Land Revenue and Land Reforms (7th Amendment) Bill 2015 (Bill Number 17 of 2015) and Manipur Shops and Establishments Bill (2nd Amendment) Bill 2015 (Bill Number 18 of 2015) will also be introduced.
The three bills are related to the agreement signed between Joint Committee on Inner Line Permit System (JCILPS) and the Government of Manipur on August 25 night.
According to Manipur Legislative Assembly Secretariat, the tentative items listed for the emergency sitting include Obituary Reference; Presentation of Fifteenth Report of the Business Advisory Committee, 2015; Government Business, if any.
These will be followed by introduction of the bills.
As mentioned earlier there will be no sittings on August 29 and 30. On August 31 (Monday), there will be consideration and passing of the three bills followed by Government business if any.
Naga Peace Accord to be discussed .
Sources, however, have informed Hueiyen Lanpao that the last sitting is also likely to adopt a resolution after discussing the recently signed Peace Accord between the Government of India and the National Socialist Council of Nagalim or NSCN (IM).
The House will discuss issues which are likely to hurt the interest of Manipur State by the peace accord and may also take a resolution reaffirming the territorial integrity of the State.
Real strength of democracy visible in people's movement on ILPS: JCILPS .
Joint Committee on Inner Line Permit System (JCILPS) on Thursday stated that the people of Manipur were indeed successful in demonstrating their real power given by democracy in launching different forms of agitation to demand Inner Line Permit System (ILPS) .
A statement signed by JCILPS assistant media coordinator Md Kheirudin Shah Moijingmayum said the ILPS stir is still underway now across the State and in consequence of the sustained public movement, the Joint Committee could signed a 'historic agreement' with the Government of Manipur on the intervening midnight of August 25 and 26 .
But it said there is still a long way to go before getting the final goal as the Protection of Manipur Peoples Bill, 2015, the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015 and the Manipur Shop and Establishments (Second Amendment) Bill, 2015 are now in their first leg.
The people of Manipur need to remain watchful as the passing of the three bills will be the first and foremost task of the State Government in realizing the people's long-pending common aspiration, it said.
Given these facts, JCILPS once again earnestly urges the people of Manipur to go on democratic and peaceful agitation until the bills which aim at protecting the interests of the indigenous people are passed in the ensuing scheduled Assembly Session, the statement added.
It also appealed to the people to continue staging sit-ins and to remain alert on every step taken by the Government.
Meanwhile, the Joint Committee called on all concerned to submit the names of ILPS protesters who are now in judicial custody and those who had been released from jail so that it can maintain a record for future.
