A double bench of the High Court of Manipur has directed Chief Secretary O Nabakishore to appear before the bench on February 8 and explain the factual position of the State Government regarding non-functioning of the Manipur Human Rights Commission (MHRC) for the last six years or so.
The double bench comprising of Chief Justice Laxmikanta Mohapatra and Justice Koteshore issued the directive yesterday after hearing a petition filed by ex-Director, Health Dr Th Suresh.
The Government counsel cited non-availability of space/room as one of the reasons for non-functioning of MHRC.
During previous hearings, Government counsels tried to delay the matter by citing one reason or the other, conveyed a press release issued by the petitioner.
Notably, yesterday's hearing was the 17th hearing of the PIL filed on January 17, 2014 .
It is said that Advocate Dr RK Deepak appeared on behalf of the petitioner without any legal fee for the particular PIL.
