Anomalies alleged in promotion of IFoS officer

About three months after the State Govt allowed the joining and posting of an absentee IFoS officer namely SK Srivastava as DFO (Working Plan), a DPC was held today (Dec 14) for his promotion to CF/CCF and Addl PCCF under the Chairmanship of Chief Secretary .
According to a highly reliable source, the DPC recommended SK Srivastava for promotion to Conservator of Forests (CF) despite his ACR not in the prescribed format of All India Services.
He was promoted from JAG scale to Selection Grade of IFS few months back .
Other members of the DPC today included Addl CS (Forest& Environment), DGP and I/c PCCF .
Officers in the Forest dept are frustrated as an officer has been differently treated and pampered by flouting all rules and regulations .
Local officers have to run from pillar to post to get their long overdue promotion and many are stagnating in the same post whereas the said officer has been promoted smoothly and dubiously .
It may be mentioned that due to his prolong absence without authority, the name of SK Srivastava was not included in either part of Manipur and Tripura when joint MT cadre was bifurcated a few years back by Govt of India.
His name is not included in the civil list of IFoS officers of the country since 2011 .
Many wonder how the State Government accepted him and promoted him on regular basis .
His case was even discussed in the State Assembly in June/July 2015.The then CM had promised to start a departmental enquiry, which never materialised .
Govt of India’s Office Memorandum No.13026/3/2012-Estt (Leave) dated March 28, 2013 directed that such unauthorised absence warrants prompt and stringent action as per rule.
However, in the case of this IFoS officer, all rules are ignored to favour him even after he vanished for 20 long years, the source said .
Meanwhile, speculation is rife that a good number of officers may approach an appropriate law Court to highlight irregularities committed by SK Srivastava and expose nexus at all stages .
Sanjay Kumar Srivastava is a 1987 batch of IFoS Manipur-Tripura cadre.
He remained absent from duty without any authority for more than 6 years and 7 months as per DP’s letter dated Oct 4, 2014 .
Srivastava was on Central deputation in 1996 to RD Ministry, GoI.
He returned to Manipur on Feb 26, 2001 and submitted his joining report but left the very next day by quoting Govt of Manipur DP’s order no.4/15/89/2001-IFS/DP dated Feb 27, 2001 for deputation to Small Farmers Agriculture Consortium (SFAC), Delhi.
This is unprecedented as All India Service officers are required to serve in the State for at least two years as cooling off period before applying for deputation again .
After 2008, he did not return to the State and went missing.
His name was deleted from Civil List of IFoS officials published every year by Ministry of Environment, Forest and Climate Change since 2011, said the source.
