The third session of the three day Bharat Nirman Campaign held at Loyalakpa Laibung, Keinou in Bishnupur District as it completes second day today dwelt on Total Sanitation programme.
Giving his expert view Shri S.Deven, SO, PHED Bishnupur spoke at length as to how total sanitation became a necessity.
He asked the gathering whether any one of them desecrate in the open.
The response was nill.
He then said the campaign has achieved the goal.
"The campaign has aims and objects that are to make the villages totally sanitized areas." Mentioning the harms done to the human beings by open desecration, he said the flies that rested on the human excreta could also land on the eatables.
"The dirts carried by six legs of a fly are good enough to infect a healthy man if he carelessly consumes the food on which a fly had rested.
All these human excreta and refuses which are released through nullahs and drains are catalytic to spreading communicable diseases.
Then there are domestic animals like cats and dogs, which can touch the human refuses.
These domestic animals can enter your homestead land and touch the foods kept in the open" .
"Imagine the plight of a man drinking the water, which has been used by a dog after eating human dung" .
He said, "proper sanitation and use of safe water will keep all in good health.
Community Rural Sanitation Programme was launched in 1996 to improve human quality, to protect privacy and enhance dignity of women.
The programme yielded good results.
Yet there are loopholes as it lacked comprehensive water programmes that should go together with sanitation.
Hence the culmination of Total Sanitary programme" .
"Based line survey is conducted under the Total Sanitation Programme (TPS) to identify BPL and APL families.
TSP programme was launched in Manipur in March 2006.By 2012 all the villages in the state will be covered by TSP.
Rural bodies like Pnachayat and others will be incorporated to make the programme a success.
He informed that plans are afoot to construct 1200 low cost latrines in Keinou area only" .
He also said last year Utlou village in Bishnupur had won Bharat Nirmal Puruskar award for being a totally sanitized area.
"This award can be won by Keinou also if total sanitation is seriously launched in this area.
Public cooperation is required.
Garbage pits for every 12 household families will be constructed.84 Anganwadi Centres had received 84 latrines.
Remaining centres will also receive the same benefit" .
He informed that KVI association, SEKDO and Loktak Lake conservatives have been selected which have been successfully carrying out total sanitation programmes in Bishnupur District.
