Manipur Human Rights Commission today called upon the Special Secretary (Home) to submit a report on the complaint petition pertaining to the alleged fake encounter killing of Thangjam Binoy by AR personnel at Thoubal during Yaoshang festival this year.
Headed by its chairperson justice (Retd) WA Shishak, the rights panel asked the State official to furnish the report within four weeks so as to enable the commission to take appropriate action.
It listed the matter on Nov 8 for further proceedings.
Ibempishak Devi mother of the deceased Binoy of Lamding Khumanthem Leikai, Thoubal filed the complaint petition before the Commission.
The bereaved mother prayed before the rights panel to issue a directive to the authorities concerned to look into the complaint and take up action according to law.
Binoy was an innocent boy and had no links whatsoever with any under- ground outfits, she said adding that Binoy was brutally gunned down in a fake encounter by personnel of 28th Assam Rifles after being whisked away from his bed in the intervening night of March 6 and 7 this year during the Yaoshang festival.
She also lamented that State authorities have till date failed to pay ex gratia to the victim's family members despite the authorities proving his innocence in its inquiry report.
In another case the rights panel asked the DGP to submit a report within four weeks in connection with the death of a newly married woman at Khurai Chingangbam Leikai on September 11 this year under mysterious circumstances.
The victim identified as Aruni Devi of Laipham Khunou Makha died allegedly by hanging at the room of her husband's house.
Laishram Bimolchandra Singh, younger brother of the deceased Aruni is the complaint of the case before the right panel.
