School Management and Development Committee (SMDC) Association, Ukhrul filed a writ petition at the High Court of Manipur against the corrupt officials for committing gross violations while implementing SSA-RTE programmes in the district.
In a statement, the association said that although a huge amount was sanctioned by the Centre for implementation of SSA, the money has not been utilised for the said purpose.
Rs 25.74 lakh was sanctioned for outstation children and Rs 35,40,000 for KGBV-Poi and Residential School, Shangshak.
However, none of the said programmes are implemented till date.
As per SSA guidelines ten members of SMDC should be represented by parents/guardians of the students but many SMDCs were formed without informing the parents concerned and Rs 79,86,320 meant for the construction of eight primary school buildings has been fraudulently withdrawn, the association alleged.
Many school buildings were constructed in the jungle far away from the approved GPS mapping sites which ultimately forfeited the ideal objective of ensuring easy accessibility to students.
Besides, Rs 1,51,86,320 already credited to 20 genuine bank accounts of SMDCs was retracted in May 2014 .
On October 1, 2015, a five-day in-service teachers' training for primary teachers was given to those teachers who never reported to the school since 2012 .
Funds for monitoring, contingency, teacher learning material and maintenance were totally stopped releasing to BRP/CRP from September 2012, the statement said.
Ukhrul DC Hrisheekesh Modak had assured that he would punish the corrupt officials if any proof of corruption could be produced to him.
When evidences of corruption were produced, he failed to translate his assurance into action and protected the corrupt officers, the association alleged.
