The Kuki Students' organisation, Chandel district has claimed to have submitted a memorandum to the Chief Election Commissioner and a copy to the Chief Electoral Officer, Govt of Manipur regarding irregularities and discrepancies contained in draft electoral publication 2005 in respect of 41-Chandel AC.
The representations also detailed reasons for abnormal increase of electors in the same AC.
Contending that KSO volunteers conducted surveys to verify contents of the Electoral publication, the student body cited ethnic tension resulting in large migration to Machi sub-division, Moreh and surrounding areas to abnormal population increase phenomenon.
Moreh, in particular had become the focal point of influx for these migrants as they were uprooted from their settlements in Nagaland and Assam States as well as from Tamenglong, Senapati, Ukhrul and CCpur districts, claimed the KSO memo.
It also highlighted that despite resettlement of the displaced persons, especially at Moreh town since many years back, previous electoral roll revisions did not recommend inclusion of such persons and the plight of the displaced persons were addressed only during the 2005 revisions.
Another factor for the increase in electoral roll of Moreh and Tengnoupal sub-division is children attaining the voting age of 18, asserted the KSO while pointing towards non-existence of Semanphai and Chaktong villages but nevertheless recorded as human habitats during the latest survey.
Highlighting discrepancies in the electoral roll revision KSO claimed recording 81 electors from Biyang Khoibi village is irrational as the said village has only three houses compared to 25 listed in the 2005 revision.
Voters of Narum and Teraphai (island) near Pallel have been tallied twice as Teraphai is also inhabited by Narum villagers, argued the student body adding that similar malpractice prevails while listing electors of Saibol and Jorngkhul villages in the electorate roll of Twisimi, Bularam, Khukalthel villages etc near Pallel as these villages are composed of Saibol and Jorngkhul villages.
