Reacting to the allegation against the Directorate of Education (S) by the Council of Teachers Education (COTA), the Education (S) Department today clarified that the rationalisation decision taken by the department would benefit thousands of teachers and students of the State.
A key official of the department communicated that the re-deployment of post was adopted as per a Cabinet decision.
The initiative was to maintain balance of post among schools.
Asserting that COTA lack knowledge and awareness concerning the department's re-allocation orders, the official elucidated the details of the decision/order.
Post creation, he added, signifies a vacancy.
The post/vacancy created however is not for a specific teacher.
Teachers from schools which have excess teachers would be transferred to other schools which are lacking the same to ensure balance in the number of teachers.
The mass transfer is solely taken up to maintain a balance between the number of allotted post and the employed faculties in a school.
When these two commensurate, the need for transfer does not arise, he added.
He further clarified that the rationalisation order, in the department's official website www.manipureducation.gov.in was never removed, rather, the website crashed.
The crash was not intended, the functionary added.
The department does not assure a cent percent surety of the ratioalisation procedure, he added.
However, the lack of teachers in various schools compelled the department to take the leap.
The department owns the errors in the rationalisation process, and is trying its level best to correct them, he added.
The department has further expressed its grief over COTA's attempt to scandalise the department.
