Taking strong exception to the irregular bidding of tender for road construction under PMGSY in Manipur, the Kuki Students Organisation (Ghqs) today urged the Secretary (RD), Ministry of Rural Development, New Delhi not to entertain any bidding below 5% in the upcoming online tender.
In a memorandum to the Secretary (RD), the KSO (Ghqs) conveyed its resolve to forbid any contractor bidding below 5% to work in the hill areas of Manipur so as to maintain quality in developmental works.
The KSO also highlighted that the negative bidding war would categorically compromise the work quality if allowed to go unchecked.
The online tender put into practice by the Government is a very much commendable approach to ward off unwanted involvement of anti social elements, the KSO memo said while also urging the Govt to continue the much appreciated policy.
However, it pointed out, the mode of bidding practised by contractors in the State has become unscrupulous, where a contractor would bid for as low as minus 30 percent (- 30%), which is outrageous.
How is a contractor going to construct any work below 30 percent of the estimated costs, it asked while adding that it definitely means the contractor will leave 30 percent of the work undone.
Even if the contractor finishes the work, the quality of the work will be totally compromised.
But on the other hand it is understandable that if a bidder bids a tender on the lower side to the percentage amount of the earnest money as he is willing to forego his earnest money to finish the work as per estimation, it added.
