The Ukhrul District Social Workers' Forum has levelled a series of charges against the Deputy Commissioner of the district and has submitted a memorandum in this connection to the Chief Minister demanding his immediate transfer.
Levelling the charges, Forum in the memorandum said that the Mobile Dispensary under the BADP 2005-2006 has not been functional though the amount for the said scheme has been withdrawn by the DC.
The three vehicles acquired for the Mobile Dispensary have been rendered functionless too, said the memorandum.
The memorandum further said that the DC is running his office from his official quarters and only attending office at his convenience for a few hours.
This is totally against the welfare of the people, said the Forum and added that the officer is running his office from the quarters so that he is free to call his staff and make them do "his beneficially transactions," to avoid public disturbance.
The DC was also accused of favouritism by the Forum which alleged that the office has been awarding scheme/work programme to the people of his choice and certain headman in the name of doing justice for the welfare of the people.
The memorandum further claimed that the DC has been deducting certain percentage from the beneficiaries of various schemes in the name of meeting his expenditures in Delhi.
The Forum appealed to the Chief Minister to transfer the DC by September 16.When The Sangai Express contacted the DC of Ukhrul to get his side of the story, he said that the Mobile Dispensary started from August 30 this year at Chingai.
So far the Mobile Dispensary has covered 16 villages and treated over 3000 people, asserted the officer and added that counter-signatures have been taken.
Anyone is welcome to come and check the records at the office, he said.
On the allegations that he is running the office from his quarters, the DC said that camp office is a concept that is prevalent all over the country.
The officer explained that the office at his quarters is opened from 9 am till 11 am and from 5 pm till 7 pm.
During the interregnum the office is opened.
Challenging the accusation that he has been deducting certain percentage from beneficiaries, the officer said that if he has taken any such thing, then the beneficiary should have the conviction to come and say it to him.
Any probe on this matter is welcome, he added.
