Former Chief Secretary of Manipur, Jarnail Singh, retired from service on September as Secretary in the Ministry of Development of North Eastern Region.
He is the first and the only Chief Secretary of Manipur, who has risen to the rank of Secretary to the Government of India.
An IAS of the 1974 batch, Jarnail Singh served in Manipur in different capacities for 19 years out of 35 years in service.
He first served as the SDO of Tamei, ADM Imphal district, Joint Secretary (PWD), DC, Chandel and Ukhrul, Secretary/Commissioner/Principal Secretary in different departments in the State and served as Chief Secretary from August 2004 to July 2008 .
At the Government of India level, he served as the Deputy Secretary, Ministry of Power, Joint Secretary to Prime Minister (August 1996 to July 2004), and Secretary to Government of India from July 2008 to September 2009 .
Jarnail Singh is a BE (Honours), ME (distinction) in Electrical Power Systems and Master in Public Administration Management from Harvard University, USA.
