ILP stir threat from May 31 reiterated

Imphal, May 16 2013: Students unit of Joint Committee on ILP (inner line permit) has threatened to launch different form of campaign in case the Government does not implement ILP system in the State within May 31 .

Speaking to mediapersons at AMSU head office today, ILP joint committee students' wing convenor M Angamba highlighted that ILP was in force in Manipur before the then Chief Commissioner Himat Singh annulled the non-local restriction legislation on November 18, 1950 .

Conveying that the students' wing of the Committee is represented by the AMSU, DESAM, SUK, KSA and AMMSO student organisations, the convenor said withdrawal of ILP system from Manipur has led to the continuous influx of non-Manipuris into the State.

noting huge concentration of non-local population in various pockets of the state capital, he expressed serious concern that allowing unrestrained flow of non-locals would eventually outnumber the indigenous population and transform manipur's demography.

citing alleged incompetency and lack of foresight of both the Central and State Governments for the present-day threat posed to the indigenous people due to presence of large number of non-locals, Angamba strongly criticised failure of the Government to implement/enforce ILP system in the state in conformity with the July 13, 2012 Manipur Legislative Assembly resolution on the said issue.

He also deplored indifferent attitude of the Central Government on the said issue despite the voice of the state masses formally intimated to the Ministry of Home Affairs in the form of the State Assembly resolution.

Reiterating demand for ILP implementation by May end, angamba declared that absence of positive response from the Government will compel the Committee's students' wing to prohibit entry of non-Manipuris from June 1 onward.

As follow-up action, non-local scrap collectors and hawkers would be barred from entering residential areas from June 6 to 10 while from June 18 onward students will wear badge demanding implementation of ILP system in Manipur along with carrying out awareness and poster campaigns on the said issue, he added.
