Imphal, May 16 2013:
Condemning the silent attitude of Indian Government over the demand for re-implementation of Inner Line Permit (ILP) system in Manipur even after the State Assembly had taken a resolution in this regard and intimated the same, Joint Committee on ILP in Manipur, Students' Wing, a conglomerate of five student bodies of the State, is all set to launch intense agitation for implementation of ILP in the State.
Informing this to media persons here today, M Angamba, Convener of the Students' Wing, pointed out that ILP was in force in Manipur since the time of Kings to prevent illegal entry of non-Manipuris into the State.
However, it was removed when Manipur came under the dominion of the Indian Union on November 18, 1950 by Himat Singh, the then Chief Commissioner of Manipur.
Since the, there has been no restriction on the entry of illegal migrant workers into Manipur.
The number of illegal migrant workers in Manipur has increased to such a level that the existence of indigenous population has come under threat.
Taking serious note over this, various organizations and people of the State have been demanding re-implementation of ILP, and thus forcing the State Assembly to pass a resolution for reimplementation of ILP.
However, even after the resolution of the State Assembly has been submitted, the Union Government has remained silent over the demand, Angamba lamented.
He warned that if the State Government does not implement ILP in Manipur by the end of this month, Students' Wing of Joint Committee on ILP in Manipur would launch various intense agitations from June 1 next.
As a part of the agitation, awareness poster campaign on ILP and black badge agitation would be taken up from June 18, he added.
Angamba went on to say that if the State Government still fails to take up positive steps even after all these agitations, entry of all non-Manipuris into the State along the NHs would be blocked and the agitation would be further intensified with prohibition of non-Manipuris from selling goods and working in localities.
The State Government should be held responsible for any eventuality, he further warned.
